Excellencies,
We, the undersigned institutions, experts, and stakeholders dedicated to systemic risk governance, responsible innovation, and sustainable digital transformation, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Vietnam (NWG-Vietnam) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).
Vietnam today faces escalating systemic risks:
Sea-level rise threatening key delta regions, intensifying tropical storms and typhoons, urban infrastructure vulnerabilities, biodiversity degradation, energy transition challenges, and complex climate-economic interactions.
These risks, closely aligned with those identified in the Pact for the Future, call for urgent, foresight-driven, innovation-enabled, and inclusive national responses.
Despite substantial national resilience and development initiatives, critical gaps remain in Vietnam’s disaster risk foresight capacity, anticipatory governance systems, and resilience-centered innovation infrastructures.
The National Working Group for Vietnam (NWG-Vietnam) addresses these needs by:

Embedding systemic risk foresight, early warning integration, and anticipatory governance across national and local levels;

Strengthening disaster intelligence, risk scenario simulations, and resilience planning aligned with the operational principles of the Emergency Platform;
-
Mobilizing distributed capacities across government institutions, scientific communities, civil society organizations, diaspora expertise, and private sector innovators;
-
Institutionalizing intergenerational resilience and safeguarding the rights and futures of younger generations, aligned with the Declaration on Future Generations.
The operational backbone of NWG-Vietnam is the Nexus Ecosystem (NE), a sovereign, open, and interoperable digital public goods platform that:

Provides real-time risk modeling, disaster resilience forecasting, treaty simulation, innovation system mapping, and sustainability monitoring tools;

Embeds responsible digital governance practices in line with the principles of the Global Digital Compact;

Supports the development of resilience, innovation, well-being, and environmental health metrics consistent with the Beyond GDP Initiative.
Together, NWG-Vietnam and NE enable the Government of Vietnam and its partners to translate global resilience mandates into operational, inclusive, and future-proof national frameworks.
Accordingly, we respectfully request:

Formal Recognition of NWG-Vietnam as a critical national infrastructure advancing the operationalization of the Pact for the Future’s systemic risk governance, digital cooperation, and intergenerational stewardship objectives;

Institutional and Financial Support, enabling NWG-Vietnam to access multilateral resilience financing platforms, anticipatory governance mechanisms, and digital public goods support initiatives;

Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential for Vietnam’s disaster intelligence, risk governance innovation, treaty simulation, and future-oriented national planning systems;

Framework Integration, ensuring that NWG-Vietnam and NE outputs are systematically incorporated into global risk monitoring systems, Pact for the Future treaty platforms, and multilateral anticipatory governance mechanisms.
The convergence of environmental, technological, and societal risks demands immediate, integrated, and foresight-enabled solutions.
NWG-Vietnam and the Nexus Ecosystem offer Vietnam a sovereign, scalable, and future-ready infrastructure for resilience, sustainability, and innovation.
In full alignment with the Charter of the United Nations and the transformational ambitions of the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, responsible research and innovation, and systemic resilience-building for Vietnam’s future generations.
