The Global Risks Alliance (GRA) is inviting executive-level leaders to join the Founding National Councils for the 2026–2030 build period.

This initiative is part of the formation of a new global risk management architecture designed to improve how countries and institutions organize for resilience, readiness, and coordinated action. Within this architecture, GRA helps make the platform financeable by supporting capital-readiness, financing pathways, strategic funding relationships, and the structures needed to move from institutional design to practical scale.

We are seeking leaders from top-tier national companies, financial institutions, investors, insurers, development finance institutions, infrastructure players, public-interest organizations, and major stakeholder institutions who can contribute to building serious national platforms with long-term strategic and financing potential.

Each National Council is structured through three connected chambers:

  • Leadership Council: governance, direction, and stewardship
  • Investor Council: financing, capital-readiness, and strategic backing
  • Helix Councils: institutional participation across key stakeholder groups

Founding members will help:

  • establish and strengthen national council formation
  • support National Desk activation and national institutional build-out
  • contribute to consortium building and strategic partner development
  • help shape the financing and support architecture required for long-term growth
  • support the national foundations of a new global risk management platform

This role is intended for senior leaders with strong standing in finance, investment, insurance, banking, infrastructure, development finance, or strategic enterprise who can help lead the fundraising and financing campaign required to establish a nationally owned platform. Ideal candidates will bring executive, investment, board, or principal-level experience and the ability to engage capital providers, strategic backers, development partners, and corporate stakeholders; help structure national and regional enterprise consortium pathways; support the transition from institutional design to capital-readiness; and contribute to building a risk-informed financing for development ecosystem grounded in national ownership, disciplined governance, and long-horizon implementation capacity.

Participation may take place either:

  • in an individual leadership capacity, or
  • as an authorized representative of an organization participating through the relevant Helix Council institutional pathway

This is a high-level founding opportunity for leaders who want early involvement in shaping the national platform, building strategic cross-sector relationships, and contributing to the financing and long-horizon institutional development of a new risk governance architecture.
