Position Summary
The Global Centre for Risk and Innovation (GCRI) seeks a founding-grade executive leader to serve as the Chief Executive Officer of GCRI US, tasked with designing, capitalizing, and deploying $100 million USD in foundational capital within the first year. This mandate will launch the United States’ national node of sovereign-grade infrastructure for Disaster Risk Reduction (DRR), Disaster Risk Finance (DRF), and Disaster Risk Intelligence (DRI).
This appointment is for a visionary with proven expertise in sovereign capital, institutional finance, or public-purpose innovation. The CEO will lead the creation of a U.S. foresight and resilience platform—advancing research, deployment, and governance across America’s most critical systems: water, energy, food, health, and public infrastructure.
Strategic Context
GCRI is a global scientific and governance institution with presence in over 120 countries. It holds Special Consultative Status with the United Nations ECOSOC and is a member of the UN Sustainable Development Solutions Network (UNSDSN), the Santiago Network, and the civil society engagement platforms of the World Bank and IMF.
GCRI US will be headquartered in Washington D.C., strategically positioned at the intersection of federal policymaking, multilateral diplomacy, and capital markets. This role offers full executive authority to deliver a nationally scaled capital and programmatic platform aligned with U.S. national security priorities, federal innovation strategies, and international resilience frameworks.
Capital Mandate
The CEO will lead the formation and strategic deployment of $100M USD to fund:
- Sovereign-grade, clause-certified R&D infrastructure for DRR, DRF, and DRI
- Deployment of Nexus Platforms across federal agencies and state-level systems
- National programs in risk mitigation, foresight, and resilience for critical sectors
- Public-private infrastructure enabling risk financing, early warning systems, and interagency data orchestration
- Institutional capacity, licensing, and long-term digital trust infrastructure
Capital will be raised and deployed through a blended investment model, including federal appropriations, development finance, ESG-aligned private capital, global philanthropy, and multilateral co-investment.
Core Responsibilities
1. Capital Formation and Institutional Fundraising
- Lead the $100M capital raise through diversified public, private, and multilateral channels
- Design long-term capital vehicles aligned with sovereign finance mandates
- Build strategic funding partnerships with DFIs, sovereign funds, ESG investors, U.S. federal programs, and philanthropic leaders
2. National Infrastructure Deployment
- Oversee U.S. deployment of Nexus Platforms for simulation, foresight, risk modeling, and anticipatory finance
- Integrate DRR/DRF/DRI systems into federal and state-level programs across critical sectors
- Ensure measurable national impact and clause-based compliance with global protocols
3. Institutional Revenue Strategy
- Establish licensing, IP management, and fee-for-service models to sustain operations
- Develop value-added services such as digital twins, early warning systems, and risk scoring dashboards
- Build reserve and reinvestment mechanisms for long-term resilience
4. Public-Private and Multilateral Partnerships
- Serve as U.S. executive lead in engagements with the UN, World Bank, IMF, OECD, and treaty-aligned platforms
- Build alliances with federal agencies, state governments, capital markets, scientific institutions, and civil society
- Represent GCRI US in foresight diplomacy, global policy dialogues, and resilience innovation forums
5. Executive Team Formation and Institutional Resilience
- Recruit senior leadership across capital strategy, foresight analytics, simulation, governance, and operations
- Implement governance systems, performance structures, and continuity protocols
- Mentor next-generation public-interest leaders to ensure intergenerational knowledge transfer
Performance Milestones – Year One
- Raise and deploy $100M USD in diversified capital
- Launch national DRR/DRF/DRI initiatives in three or more priority sectors
- Formalize at least five institutional partnerships with U.S. government, finance, science, and multilateral bodies
- Fully operationalize core teams, governance systems, and technical infrastructure under clause-certified oversight
Ideal Candidate Profile
- 15+ years in executive leadership within sovereign finance, capital markets, multilateral institutions, or public-private systems
- Proven track record in raising and managing portfolios of $100M+
- Expertise in ESG investment, sustainable finance, public-purpose R&D, or digital infrastructure delivery
- Deep networks across U.S. federal government, global capital markets, and international development institutions
- Strategic, diplomatic, and fiduciary depth with ability to operate in high-trust, high-stakes environments
Compensation Structure
- Salary funded from secured capital, programmatic budgets, or institutional reserves (board-approved)
- Performance-based incentives tied to capital deployment, partnership development, and revenue outcomes
- Long-term alignment with scaled mandates and institutional sustainability
