The Global Centre for Risk and Innovation (GCRI)—a Canada-Swiss based international nonprofit in special consultative status with the United Nations ECOSOC, and an active member of the World Bank, IMF, UNDRR, UN SDSN, and Santiago Network—is establishing the Global Risks Alliance (GRA): a sovereign-aligned, clause-governed capital governance institution.

The Global Risks Forum (GRF), hosted annually in Geneva, will serve as the primary investment and governance mechanism of GRA—mobilizing public and private capital to advance resilient infrastructure, disaster risk reduction (DRR), climate adaptation, sustainable development, and sovereign innovation portfolios across 120+ countries.

We are now appointing a limited number of Founding Members to the GRA to formally launch this capital institution and co-architect its investment, governance, and compliance systems through the GRF Investor Council.


GRA: The World’s First Simulation-Governed Capital Alliance

As systemic risks become global, interdependent, and fast-moving, traditional capital governance models no longer meet the speed or precision required to protect economies, ecosystems, and infrastructure. GRA addresses this gap.

GRA is the first global capital governance body designed to:

  • Operate under simulation-verified, clause-governed legal protocols
  • Align capital deployment with sovereign-declared priorities, regulatory compliance, and multilateral legal standards
  • Mobilize blended finance, anticipatory funding, and infrastructure investment at scale using real-time risk intelligence
  • Create a federated capital layer across sovereign, institutional, and mission-aligned capital providers

GRF, as the annual operating arm, will implement these strategies through structured investment tracks, including the Investor Council, Capital Working Groups, and Track IV Investment Governance Assemblies.


Role and Significance of GRA Founding Members

Founding Members will be responsible for:

  • Institutionalizing the GRF Investor Council, defining its structure, capital thresholds, and fiduciary safeguards
  • Establishing legally binding capital governance protocols tied to clause-certified instruments (e.g., DEAP equity, sovereign co-investment vehicles, SAFE protocols)
  • Shaping capital classification models for disaster risk finance (DRF), climate adaptation, public infrastructure, and digital public goods
  • Contributing to the annual GRF Investment Agenda, scenario-based programming, and capital governance milestones

This is a foundational governance role for leaders who seek to drive systemic capital innovation—not as passive funders, but as institutional architects of the capital infrastructure required for a resilient century.


Candidate Criteria

We are seeking senior leaders with:

  • Proven track record in sovereign wealth funds, development finance institutions, multilateral finance, family offices, or institutional asset management
  • A minimum of 10 years of capital allocation or investment governance experience at the partner, principal, or C-suite level
  • Exposure to ESG, climate finance, infrastructure investment, sovereign co-investment, or development-linked portfolios
  • Interest in contributing to simulation-based fiduciary standards, attribution ethics, and verifiable impact systems
  • A mandate or discretion to influence capital participation in multilateral, public-good, or cross-border finance initiatives
