We are living in an era defined by nexus cascading global risks—rapid technological disruption, geopolitical fragmentation, ecological volatility, and institutional erosion—the need for credible, future-oriented, and globally coordinated leadership has never been greater.

To meet this need, the Global Risks Forum (GRF) is convening its inaugural Leaders Council and forming the Global Commission on AI Risks—a multilateral body designed to provide permanent, inclusive, and anticipatory governance infrastructure for artificial intelligence.

This is an invitation for distinguished leaders to join as Patron Members, serving in a founding capacity as GRF enters its operational phase in 2025.

About GRF and the Commission

The Global Risks Forum (GRF) is an independent, member-governed multilateral institution headquartered in Geneva. GRF is administered under the stewardship of the Global Centre for Risk and Innovation (GCRI), a nonprofit scientific institution with Special Consultative Status with the United Nations ECOSOC, and formal affiliations with the World Bank, International Monetary Fund (IMF), and the Santiago Network for Loss and Damage.

The Forum is designed as a neutral, clause-governed, and simulation-aligned platform to support cross-sectoral coordination, foresight diplomacy, and accountable leadership on planetary risks.

Within this architecture, the Global Commission on AI Risks will serve as a UN-style but non-governmental governance body—convening leaders from government, finance, science, civil society, and enterprise under a shared mandate to anticipate, mitigate, and govern systemic AI-related risks across borders and sectors.

Role of Patron Members

Patron Members of the GRF Leaders Council are appointed as high-level stewards of this global initiative. In this capacity, they will:

  • Guide the formation and design of the Global Commission on AI Risks
  • Contribute to the development of treaty-compatible governance models and simulation-verifiable policy frameworks
  • Represent their sector or institution in a global architecture that values independence, foresight, and intergenerational responsibility
  • Lead diplomatic outreach, multilateral positioning, and high-level engagement across all five GRF tracks: science, finance, policy, foresight, and diplomacy
  • Co-develop strategic corridors, international standards, and clause-governed AI governance mechanisms with cross-jurisdictional legitimacy

Patron Members are full peers in Council deliberations and carry equal standing in the shaping of GRF’s foundational agenda, institutional design, and multilateral engagements.

Governance Process and Timeline

  • 2025 – Formation of the GRF Leaders Council; establishment of preparatory working groups for the Global Commission on AI Risks
  • Q1 2026 – Official public release of appointed positions and governance architecture
  • Mid-2026 – Convening of the first in-person Council and Commission Summit in Geneva, Switzerland
  • All public-facing roles and governance appointments shall be drawn exclusively from the 2025 Council cohort.

Who Should Consider This Appointment

This opportunity is reserved for senior leaders who:

  • Hold influential roles in public institutions, academia, investment, or global enterprise
  • Have shaped or influenced AI strategies, digital governance, public-interest technology, or foresight diplomacy
  • Are committed to strengthening planetary institutions that uphold transparency, trust, and ethical innovation
  • Seek to play a formative role in co-governing the global response to AI risks through structured foresight and institutional legitimacy

Institutional Independence and Contribution

GRF operates as a 100% member-governed, non-governmental, and nonpartisan institution, with no single state or corporate control. All programs and commissions are independently administered under GCRI’s nonprofit charter, ensuring transparency, neutrality, and fiduciary integrity.

Patron Members contribute through membership dues annually, supporting the Forum’s operations, international diplomacy, and the establishment of sovereign-grade, clause-certified governance systems. Contributions directly support GRF’s independence, simulation infrastructure, and multilateral convenings.
