National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Sri Lanka, the NWG strengthens national resilience by:

  • Localizing global disaster risk foresight frameworks and operationalizing Sri Lanka’s sustainability and resilience priorities in alignment with the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven disaster resilience strategies to address vulnerabilities to climate impacts, coastal erosion, biodiversity loss, economic shocks, and food system fragilities;
  • Uniting ministries, scientific research institutions, private sector innovators, indigenous knowledge holders, diaspora communities, and civil society organizations into a national resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to foster risk-informed development, sustainable governance, and inclusive foresight infrastructures.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE enables Sri Lanka to implement disaster risk intelligence systems, anticipatory policy simulation environments, foresight monitoring dashboards, and sustainability governance platforms.

Together, NWG-Sri Lanka and NE form sovereign critical infrastructures for disaster risk governance, sustainable digital innovation, and intergenerational resilience-building.

We call upon the Government of Sri Lanka, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG-Sri Lanka and the Nexus Ecosystem as essential platforms for systemic resilience, innovation leadership, and sustainable development futures.

Excellencies,

We, the undersigned institutions, experts, and stakeholders committed to systemic resilience, responsible innovation, and sustainable foresight governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Sri Lanka (NWG-Sri Lanka) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Sri Lanka today faces systemic and accelerating risks:
Climate-induced flooding, droughts, and coastal erosion, economic resilience vulnerabilities, biodiversity degradation, food system fragility, and infrastructure exposure to natural hazards including tsunamis and landslides.
These interconnected risks align with the global systemic threats outlined in the Pact for the Future, requiring foresight-driven, anticipatory, and innovation-centered national resilience strategies.

While Sri Lanka has made commendable efforts in disaster preparedness, climate adaptation, and sustainable development, strategic opportunities remain to embed disaster foresight, anticipatory governance systems, and sovereign digital infrastructure ecosystems into national recovery and development frameworks.

The National Working Group for Sri Lanka (NWG-Sri Lanka) provides the structured approach needed by:

  • Embedding systemic risk foresight, disaster risk governance, and policy innovation frameworks across national, provincial, and local institutions;

  • Strengthening early warning infrastructures, risk scenario simulations, and anticipatory governance systems aligned with the operational principles of the Emergency Platform;

  • Mobilizing national expertise, scientific and academic research, private sector innovation capacity, indigenous knowledge networks, and diaspora communities;

  • Institutionalizing intergenerational resilience and sustainable development protection mechanisms aligned with the Declaration on Future Generations.

NWG-Sri Lanka’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, interoperable digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation capabilities, innovation ecosystem mapping, and systemic sustainability monitoring;

  • Embeds responsible digital governance principles, AI ethics standards, cybersecurity resilience architectures, and sovereign data protections in alignment with the Global Digital Compact;

  • Supports the development of Beyond GDP-aligned resilience and well-being indicators, advancing holistic national development monitoring consistent with global foresight leadership standards.

Together, NWG-Sri Lanka and NE offer Sri Lanka a sovereign, scalable, and future-ready infrastructure to operationalize systemic foresight, sustainable innovation ecosystems, and resilient governance futures.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-Sri Lanka as a national platform advancing systemic disaster risk foresight, anticipatory innovation governance, sustainable development monitoring, and future generations protection under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG-Sri Lanka’s expansion through multilateral resilience financing programs, anticipatory governance platforms, and sovereign digital public goods ecosystems;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good critical for Sri Lanka’s disaster risk intelligence platforms, policy simulation environments, resilience innovation ecosystems, and sustainability governance infrastructures;

  4. Framework Integration, ensuring systematic inclusion of NWG-Sri Lanka and NE outputs into global disaster risk dashboards, anticipatory governance networks, policy innovation hubs, and Pact for the Future foresight systems.

The systemic risks facing Sri Lanka demand sovereign, anticipatory, and digitally integrated resilience solutions.
NWG-Sri Lanka and the Nexus Ecosystem provide a transformational pathway to advance systemic foresight, innovation leadership, and sustainable resilience-building for current and future generations.

In full alignment with the Charter of the United Nations and the transformational mandates articulated in the Pact for the Future, we submit this appeal and reaffirm our collective commitment to collaborative action, systemic foresight leadership, responsible innovation, and sustainable governance futures for Sri Lanka.
