National Working Groups (NWGs), established by the Global Centre for Risk and Innovation (GCRI) in over 120 countries, provide structured, inclusive platforms for advancing disaster risk reduction (DRR), innovation acceleration, and systemic resilience-building.

In Suriname, the NWG strengthens national resilience by:

  • Localizing disaster risk foresight frameworks and operationalizing priorities identified in the Pact for the Future;
  • Enabling early warning systems, anticipatory governance, and innovation-driven systemic resilience to address Suriname’s vulnerabilities to coastal flooding, sea-level rise, biodiversity pressures, water insecurity, and economic shocks;
  • Uniting national ministries, indigenous leadership networks, scientific and academic institutions, private sector innovators, and diaspora communities into a cohesive resilience and policy innovation ecosystem;
  • Serving as a nexus of policy, research, and innovation to support disaster risk governance, digital infrastructure development, sustainable resource management, and inclusive innovation ecosystems.

The Nexus Ecosystem (NE), developed by GCRI, underpins NWG operations by providing a sovereign-grade, open, and interoperable digital public goods infrastructure.
NE empowers Suriname to deploy disaster risk intelligence platforms, anticipatory governance architectures, policy simulation environments, and resilience monitoring systems across governance levels.

Together, NWG-Suriname and NE form essential national infrastructures for disaster risk governance, responsible innovation, sustainable foresight, and intergenerational resilience.

We call upon the Government of Suriname, United Nations agencies, multilateral development banks, and international partners to formally recognize, support, and resource NWG-Suriname and the Nexus Ecosystem as critical sovereign infrastructures for resilience, innovation, and sustainable futures.

Excellencies,

We, the undersigned institutions, experts, and stakeholders dedicated to systemic resilience, responsible innovation, and sustainable foresight governance, respectfully submit this appeal for the formal recognition and institutional support of the National Working Group for Suriname (NWG-Suriname) and the Nexus Ecosystem (NE), developed by the Global Centre for Risk and Innovation (GCRI).

Suriname today faces intersecting systemic risks:
Sea-level rise threatening coastal communities, flood risks, rainforest biodiversity degradation, urban and rural vulnerability, water security challenges, and economic resilience pressures.
These systemic risks align closely with those outlined in the Pact for the Future, requiring anticipatory, sovereign, and innovation-led governance frameworks.

While Suriname is advancing climate resilience, biodiversity protection, and sustainable development agendas, critical gaps remain in disaster foresight infrastructures, anticipatory governance systems, and sovereign digital public goods development.

The National Working Group for Suriname (NWG-Suriname) addresses these strategic needs by:

  • Embedding systemic risk foresight, disaster risk reduction, and policy innovation across national, regional, and local governance systems;

  • Strengthening early warning architectures, dynamic policy simulation environments, and anticipatory governance platforms aligned with the operational principles of the Emergency Platform;

  • Mobilizing distributed national capacities across ministries, indigenous communities, scientific networks, innovation hubs, and diaspora engagement frameworks;

  • Institutionalizing future generations' protection and resilience stewardship in accordance with the Declaration on Future Generations.

NWG-Suriname’s operational foundation is the Nexus Ecosystem (NE) — a sovereign, open, interoperable, and cloud-agnostic digital public goods platform that:

  • Provides real-time disaster risk modeling, policy simulation systems, innovation ecosystem mapping, and sustainability monitoring tools;

  • Embeds responsible digital governance principles aligned with the Global Digital Compact, ensuring cybersecurity resilience, AI ethics integration, sovereign data governance, and transparent innovation processes;

  • Supports the advancement of holistic resilience and sustainability metrics aligned with the Beyond GDP Initiative, reflecting Suriname’s commitment to intergenerational sustainability and inclusive growth.

Together, NWG-Suriname and NE provide Suriname with a sovereign, scalable, and future-ready infrastructure to operationalize systemic foresight, resilient innovation ecosystems, and sustainable governance.

Accordingly, we respectfully request:

  1. Formal Recognition of NWG-Suriname as a national platform advancing systemic disaster risk foresight, anticipatory governance, sovereign digital transformation, and future generations protection under the Pact for the Future;

  2. Institutional and Financial Support, enabling NWG-Suriname’s full integration into multilateral resilience financing architectures, anticipatory governance systems, and sovereign digital innovation ecosystems;

  3. Recognition of the Nexus Ecosystem (NE) as a sovereign digital public good essential to Suriname’s disaster risk intelligence, policy simulation capabilities, innovation resilience frameworks, and sustainable development monitoring infrastructures;

  4. Framework Integration, ensuring systematic inclusion of NWG-Suriname and NE outputs into global disaster risk dashboards, anticipatory governance platforms, policy innovation systems, and Pact for the Future foresight and monitoring architectures.

The systemic challenges facing Suriname require sovereign, anticipatory, and digitally inclusive resilience infrastructures.
NWG-Suriname and the Nexus Ecosystem provide a strategic, transformative infrastructure for resilience-building, sustainable innovation, and inclusive governance for the benefit of current and future generations.

In full alignment with the Charter of the United Nations and the transformational objectives articulated in the Pact for the Future, we submit this appeal and reaffirm our commitment to collaborative action, systemic foresight leadership, responsible innovation, and sustainable future-building for Suriname.
