The Global Centre for Risk and Innovation (GCRI)
Priorities of Space and Earth Observation shared across countries, and the methods used to compare them. A global programme is a shared agenda, not a claim of global offices.
The Space and Earth Observation global programme is the shared agenda of priorities in the space and Earth observation field that cut across countries, such as Earth observation sensors and geospatial governance, with the methods used to compare them. It is an agenda, not a claim of global offices, and each element shows its status from the programme record.

For global subject programme, in GCRI's spatial-intelligence reading, the map opens on true-colour imagery and land cover with true colour from NASA GIBS, framed on the Arctic; every other NASA layer, live feed and forecast waits in the layer list.
The interactive map needs JavaScript; the layer list and sources are below.

| Process or body | What it sets |
|---|---|
| Committee on Earth Observation Satellites | Agency coordination and analysis-ready data |
| Group on Earth Observations | Intergovernmental coordination of EO use |
| International Charter Space and Major Disasters | Emergency data |
| COPUOS guidelines | Long-term sustainability of space activities |
Programmes are listed as exploring, forming, constituted, active, paused or archived. Country and regional entries appear when a programme record supports them.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Programme | A group of related projects and activities managed together to obtain benefits that managing them separately would not, in the sense the Project Management Institute's programme standard uses. |
| Results-based management | A management approach in which everyone contributing to a set of results makes sure their processes, products and services serve those results, and measures progress against them, as the UN Development Group handbook sets out. |
| Theory of change | A stated chain of causes from a programme's activities to its intended outcomes, used to plan evaluation. |
| Analysis-ready data | Satellite data processed to a minimum standard so that users can analyse it without further preprocessing. |

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
