The Global Centre for Risk and Innovation (GCRI) is a globally recognized institution in disaster risk governance, sovereign infrastructure, and responsible innovation. Holding Special Consultative Status with the United Nations ECOSOC, GCRI is a strategic advisor to multilateral agencies and sovereign governments across more than 120 countries. We lead initiatives at the frontier of Disaster Risk Reduction (DRR), Disaster Risk Finance (DRF), and Disaster Risk Intelligence (DRI)—leveraging cutting-edge systems in AI, verifiable compute, clause-based governance, and foresight modeling.

As part of our next phase of platform deployment, we are developing a breakthrough infrastructure for verifiable, tamper-proof, and trustless compute—purpose-built to support high-stakes decision-making, treaty simulation, and sovereign risk operations.

We are now hiring a Founding Systems Architect to build and lead the technical architecture of this new infrastructure from the ground up.

About the Role

We are building a programmable, serverless compute protocol for critical applications in disaster response, risk finance, and treaty intelligence. This role is not for a conventional infrastructure engineer—it is for a systems-level architect who understands why verifiability and integrity are non-negotiable in sovereign and policy-grade compute environments.

You will define and implement a decentralized and auditable compute stack—interfacing with machine learning workloads, real-time geospatial data, financial simulations, and clause-certified policy engines. This infrastructure will serve institutions, not just users—governments, multilateral funds, and AI-driven foresight networks that require verifiable intelligence, not opaque analytics.

As a founding engineering leader, you will work directly with GCRI’s executive leadership, global advisors, and UN-aligned technical groups. You will have broad autonomy to shape systems, make architectural decisions, and guide external developer integration.

Responsibilities

Architecture & Engineering Leadership

  • Architect and implement a serverless, decentralized compute environment capable of running trusted and reproducible workloads for AI, risk modeling, and treaty simulation
  • Build the core verifiability layer using cryptographic techniques (e.g., zero-knowledge proofs, Merkle trees, attestation logs)
  • Design system primitives for deterministic execution, auditability, and data provenance across jurisdictions

Systems Integration & Protocol Design

  • Develop secure, modular APIs for integrating third-party models, institutional data pipelines, and simulation engines
  • Interface compute logic with multi-agent AI, clause governance, and foresight mechanisms
  • Oversee development of orchestration flows, execution wrappers, and telemetry frameworks

Governance-Aligned Engineering

  • Ensure that all components meet the security, compliance, and transparency standards required for sovereign-level deployment
  • Translate high-level governance, DRF/DRR requirements, and risk-intelligence use cases into system-level design

Strategic Execution

  • Build the initial engineering roadmap and lead internal and external contributors
  • Support strategic fundraising, technical partnership formation, and infrastructure deployment pilots
  • Represent the protocol in technical working groups, multilateral platforms, and security review boards

Qualifications

Required Technical Expertise

  • Proven experience building distributed systems or cloudless orchestration platforms at scale
  • Strong proficiency in:
    • Serverless architectures and edge compute frameworks
    • Cryptographic engineering (e.g., zk-SNARKs, signatures, hash trees)
    • Secure data handling and reproducible AI workflows
  • Demonstrated experience designing or maintaining open-source infrastructure, blockchain systems, or protocol-level tooling

Preferred Experience

  • Previous technical leadership in systems deployed within regulated environments (e.g., finance, defense, AI ethics, scientific modeling)
  • Fluency in digital governance, simulation science, or sovereign compute principles
  • Experience collaborating with cross-functional teams spanning public policy, legal architecture, and multilateral agencies
