Countermeasure manufacturing capacity
Manufacturing sites, platform technologies and their input dependencies are mapped by region, so surge scenarios can state where capacity exists and what would constrain it.
The Global Centre for Risk and Innovation (GCRI)
Biotechnology platforms determine how quickly diagnostics, vaccines and therapeutics can be developed, manufactured and delivered when a new threat appears. In this field the concern is capacity and dependency: which platforms exist, where manufacturing sits, what inputs it needs, and the biosafety and biosecurity oversight that must accompany it.
Medical countermeasures are the vaccines, therapeutics and diagnostics used to prevent, treat or detect disease in a health emergency. Biotechnology platforms set how fast they can be developed, made and delivered. The questions are capacity and dependency, where manufacturing sits and what inputs it needs, together with biosafety and biosecurity oversight.

Biotechnology platforms apply biological systems to produce medicines, diagnostics, materials and agricultural products. They expand response capacity for health threats while introducing dual-use and biosafety concerns. In health and biosecurity, biotechnology capacity shapes how quickly countermeasures can be produced in a crisis. Its supply chains and dual-use potential are part of biosecurity planning. The canonical description is on the STEM Commons.
Manufacturing sites, platform technologies and their input dependencies are mapped by region, so surge scenarios can state where capacity exists and what would constrain it.
The availability, regulatory status and independent performance evaluations of diagnostic assays for priority pathogens are compiled, so gaps in testing capacity can be seen before an event.
Laboratory containment, oversight arrangements and dual-use review processes are documented against the WHO Laboratory Biosafety Manual and national regulation.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Platform technology | A reusable production method, such as mRNA, that can be adapted to a new pathogen. |
| Emergency Use Listing | WHO's procedure for assessing unlicensed products for use during a public health emergency. |
| Biosecurity | Measures that prevent the loss, theft, misuse or deliberate release of pathogens and toxins. |
How far each division sits from a large city, with the roads and airports that carry patients and supplies, shown for West Africa as an example geography for this subject.
Data from the source register feeds the methods; calibration and an independent test gate the estimate and its limits; the decision stays with the competent authority.

Datasets and records used by biotechnology platforms on this platform, with the role each plays and the label its values carry. Sources are listed in the source register.
| Data | Role | Label |
|---|---|---|
| WHO Prequalification and Emergency Use Listing records | Regulatory status of products | OFFICIAL |
| WHO International Clinical Trials Registry Platform | Countermeasure development pipeline | REPORTED |
| Manufacturer and regulatory site registers | Manufacturing capacity and location | DECLARED |
| Independent diagnostic evaluations | Assay performance | OBSERVED |
Products are evaluated through staged preclinical and clinical testing and manufacturing quality controls. Regulatory review and independent replication check claims.
| Check | How it is done |
|---|---|
| Regulatory status verification | Product status is confirmed against the regulator's public register, not company statements |
| Input dependency tracing | Critical inputs such as raw materials, consumables and fill-finish capacity are traced for each platform |
| Biosecurity review | Published material describes capacity and oversight without detailing hazardous methods |
Scale-up from laboratory to production often fails or takes time. Containment and oversight can lag behind technical capability.
Biotechnology and Biosecurity stewards biotechnology platforms for the Consortium and reviews how it is applied across platforms.
The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
