Programme state machine

A programme's status should mean the same thing wherever it appears. Nexus Registry, a platform of The Global Centre for Risk and Innovation (GCRI), defines the states a national or regional programme can be in, what moves it from one to the next and what each state does not mean. The states are the same as those used on the consortium pages of all three pillar institutions. The current service level is R0: information and enquiries.

01In brief

The short answer.

Programme status in Nexus Registry is the defined set of states a national or regional programme can be in, what moves it from one state to the next and what each state does not mean. The same states are used on the consortium pages of GCRI, GRF and GRA, so a status means the same thing everywhere.

Historical recordArchived for reference, with its full historyA current programme

Closed and Historical record are the archived states. Records in either remain available, subject to their rights.

04Transitions

What moves a programme between states.

  1. 01

    Evidence, not announcement

A state changes only when the record that supports it exists: an agreement, a decision of the participants or a closeout record.

  2. 02

    Authority

The participants with authority over the programme decide its state. The Registry records it; it does not decide it.

  3. 03

    History kept

Every change keeps the previous state, the date and the record behind it.

  4. 04

    Correction

A state recorded in error is corrected as a new version, with the reason.

05Current record

Where programmes stand today.

The six regional consortiums are recorded as in formation. A country research profile is not a constituted national programme, and a planned hub is not an operating site. Current positions are published on GCRI programme status and on GRF programme status.

06Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Programme statusThe recorded state of a programme on Nexus pages: exploring, forming, constituted, active, paused or archived. A plan is never presented as an activity.
Status vocabularyThe controlled list of status terms a registry accepts, each with a written definition.
Status attestationA dated statement by a named owner that a programme's recorded status is still accurate.
07Boundaries

What a status never claims.

  • No status confers certification, public authority or endorsement.
  • Listing a country never means a consortium, office, government relationship or endorsement exists there.
  • A status says nothing about the quality of a programme's findings, which carry their own methods and uncertainty.
08Questions

Questions and answers.

Who decides that a programme is constituted?
Its participants, under their own authority and agreements. The Registry records the decision and the evidence for it.
Why are the regional consortiums in formation?
Because no constitution record for them is on file yet. Their state changes when such a record exists.
Can a programme go back to an earlier state?
Yes, for example from active to paused. Every change is recorded with its date and reason.
How do I report a wrong status?
Write to integrity@therisk.global. The correction is published as a new version.

Bring your expertise to this field.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
