01In brief

The short answer.

Water Nexus regional applications address problems in the water field that the countries of a region share, such as groundwater and aquifers, and the cooperation that responds to them. Each application is listed with its status from the programme record, and regional bodies and governments keep their own mandates and decisions.

Scoping to review.

Regional subject applications: a programme through its gatesA request with a named owner becomes a scoping note; inputs are qualified at a gate; delivery runs in workstreams; a controlled test and an independent review precede publication; the owner decides. Design of the process, not a record of a run.

05Shared basins

Regional work starts from transboundary basins and their institutions.

Most of the world's large rivers and many aquifers cross borders. Regional work is organised around the basin organisations and commissions that states have created, and around regional climate and hydrological centres that serve several countries.

  • River basin organisations and commissions, where states have established them, as the counterpart for basin-scale analysis.
  • WMO Regional Climate Centres and regional hydrological cooperation for shared data and outlooks.
  • Regional economic communities where water, energy and food policies are coordinated.

The governance side of shared basins is GRF's Diplomacy Nexus; regional work here supplies the science.

06Status

Work is shown as its record stands.

Programmes are listed as exploring, forming, constituted, active, paused or archived. Country and regional entries appear when a programme record supports them.

07Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
SubsidiarityThe principle that a decision is taken at the lowest level able to take it well, with a higher level acting only where the objective cannot be achieved closer to the people concerned; the Treaty on European Union states it.
Multi-level governanceShared decision-making across local, regional, national and international levels of government.
Flow duration curveA curve showing the percentage of time a river's flow equals or exceeds each value over the gauged record, used for allocation and low-flow planning.
