2026 is not a “back to normal” year. It’s a rebuild-the-operating-system year.
The world is moving into cascading risk as the default condition: climate volatility, macro-financial shocks, cyber/outage cascades, critical infrastructure fragility, geopolitical fragmentation, and exponential technologies that amplify both productivity and failure. These risks don’t arrive one at a time. They compound, travel across borders and supply chains, and escalate faster than traditional institutions can coordinate.
What’s missing is not another report.
What’s missing is a decision-ready governance layer that leaders can trust under scrutiny—where national priorities, enterprise resilience, capital formation, and public legitimacy can align without capture.
The Global Risks Forum (GRF) is being established to meet this need.
GRF is a new multilateral, non-executive institution anchored across the United States, Switzerland, Canada, the UAE, and Singapore—built to convene trusted leaders from public authorities, regulators, finance, critical infrastructure, science, and civil society to modernize how the world governs systemic risk.
GRF is designed as a permanent platform that enables leaders to go beyond traditional conventions through a new model:
- technical and evidence-driven
- diplomatic and corridor-ready
- neutral and competition-safe
- record-led and correctionable
- built for action without becoming an executing body
This is where global risk governance becomes operational: not by centralizing authority, but by making alignment, priorities, and outputs reusable across jurisdictions and sectors. To guide this mission, GRF is forming its Board of Governors—a select group of leaders who will steward GRF’s institutional design, governance, and long-term direction.
Why this matters
This is not a ceremonial position.
It is a formation seat in an institution built for the next era of global leadership—when credibility, coordination, and decision speed determine outcomes. As a Council Member, you help establish:
- the governance norms the world will increasingly depend on during shocks
- the integrity bar for what is publishable, reusable, and safe to rely on
- the strategic priorities that shape the first decade of GRF formation
- the trusted ecosystem where sovereign agendas and business opportunities can align responsibly
- You join a circle of peers selected not for visibility, but for real responsibility—leaders who can build durable mechanisms, not just attend discussions.
What GRF enables (beyond traditional convening)
GRF is engineered to create:
- alignment that holds under stress (not just consensus in calm times)
- corridor-level coordination between sovereign priorities, regulators, infrastructure operators, and capital markets
- operator-safe artifacts (playbooks, templates, protocols, and decision records) that can be reused inside ministries, boards, and institutions
- an ecosystem where leaders can activate lawful collaboration across:

Pathway to the Board
The Governance Boards will be elected/appointed from the Leaders Council—the formation cohort that participates in early governance design, strategy, and institutional build-out.
Leaders Council members will:
- shape GRF’s strategy, governance model, and corridor programs
- support membership growth, sponsor development, and formation runway
- advise on partnerships with governments, multilateral agencies, and scientific bodies
- participate in preparatory sessions, committee formation, and milestone planning
- become eligible for nomination to the GRF Board, subject to Good Standing
Who should consider
The Leaders Council is for senior leaders who can build—strategically, publicly, and materially—during GRF’s first three years of formation.
This includes leaders who:
- operate at senior levels in sovereigns/public authorities, regulation, diplomacy, trade, finance, critical infrastructure, science, technology, and civil society
- have a full-time leadership role outside GRF (this is not employment; no salary expectation)
- can learn new governance and technical norms and harden them for real-world use
- can join as a paying Council member (multi-year subscription) and remain in Good Standing
- can mobilize participation within 12 months through memberships, partnerships, sponsorship, hosting, and flagship programming
- can lead across intergenerational, interdisciplinary, and intercultural environments—and across multi-scale platforms (local → national → regional → global)
What comes next
If you wish to contribute to GRF’s formation—and be considered for the Board—you will be invited to join the Council in 2026 under one of the participation tiers:
- Affiliate (national)
- Fellow (regional)
- Patron (global)
Council onboarding is rolling and structured through planning sessions, strategic consultations, and corridor-level engagements. Formal Board nominations begin in early 2026, drawn directly from the Council cohort and subject to contribution and Good Standing gates.
