GCRI

How Nexus Consortium works

Nexus Consortiums turn institutions, leaders, experts and national priorities into one accountable programme. The Global Centre for Risk and Innovation (GCRI) is its Secretariat and lead contracting organisation, with The Global Risks Forum (GRF) and The Global Risks Alliance (GRA). See how national ownership, regional cooperation and the global programme fit, and where each one’s authority stops. Part of GCRI.

02Architecture

Three levels, one programme, separate authority.

Nexus Consortiums are an organising architecture, not one legal person or one membership club. Each level does work the others cannot, and none of them overrides a competent national authority.

National

National Nexus

The complete country programme: a National Desk, a National Model, a National Portfolio and three participation pillars. National structures keep their own agenda, data and decision rights. See National Nexus.

Regional

Six programme regions

Regions compare compatible evidence about shared basins, grids, corridors and health systems. Fifteen planned hubs are coordination roles, never offices. See the six regions.

Global

Global programme

Shared research priorities, methods, the annual cycle and the publication programme, coordinated by the Secretariat. See the global programme.

The pillar institutions lead different parts of this loop. Their mandates and legal independence are set out on GCRI, GRF and GRA.

05Cooperation

Public, private and planetary interests at one table, with limits.

Governments, operators, researchers, civil society, communities and financial institutions take part on stated terms. The public-private-planet doctrine keeps participation from becoming capture. No contribution decides a technical conclusion, a public authority or a procurement outcome. Cooperation between authorities never depends on a membership tier.

  • Institutions take part through the National Nexus Consortium (NNC) and its constituency councils.
  • Individual leaders take part in personal capacity through the National Leadership Council (NLC).
  • Experts, practitioners, students and volunteers do supervised work in the National Working Groups (NWG).
06Status

What exists today, stated plainly.

Information and enquiries are open today. Enquiries go to the Secretariat and the regional and country desks, and each receives a reference. Every region is recorded as in formation. No national programme is listed as active until a record shows it. Programme status sets out the states a programme moves through. Countries and research profiles explains why a country page is not a constituted consortium.

08Questions

Questions and answers.

Who leads Nexus Consortiums?
Three pillar not-for-profit institutions lead the programme together. GCRI Canada, the lead organisation of GCRI, is the Consortium Secretariat and lead contracting organisation. GRF leads institutional dialogue and the governance of Universe. GRA leads the finance, insurance and development-readiness interface. Each keeps its own legal responsibilities.
Is Nexus a government body?
No. Nexus is a multilateral cooperation architecture operated by not-for-profit institutions. Sovereign, regulatory, fiduciary and operational decisions remain with the competent authorities.
Does a country page mean a consortium exists there?
Not by itself. Research coverage, formation, programme delivery and publication are separate states, and no office, officer or membership count is shown until it is on record.
How do I start?
Write to the Secretariat at the contact form. The acknowledgement gives a reference and names the next step. An enquiry does not create membership or a service contract.

Information and enquiries are open today. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
