04Section 1

Scope.

  • 1.1 These Terms apply to every form of participation offered through therisk.global and the platform sites published at addresses beginning with therisk.global/ (together, the Site): comments, public consultations, calls for evidence, submissions, nominations, working groups, review panels, meetings and events held online or in person (each an Activity).
  • 1.2 Organisation-wide matters are governed by the documents GCRI Canada publishes on its main site: the Terms and Conditions of GCRI Canada, the Privacy Policy of GCRI Canada. This document adds what is specific to the platform sites and does not repeat them.
  • 1.3 Material contributed during an Activity is also governed by the Contribution Terms.
  • 1.4 The Code of Conduct applies to every Activity.
05Section 2

Capacity in which people take part.

  • 2.1 A participant takes part in a personal capacity unless the participant states, and is authorised to state, that the participant represents an organisation.
  • 2.2 A participant who holds a public office takes part without binding the government, ministry or international organisation that employs or appoints them, and nothing in an Activity waives a privilege or immunity of a state or an international organisation.
  • 2.3 Participation is voluntary and unpaid unless a separate written agreement says otherwise, and participants bear their own costs. Taking part creates no employment, membership, partnership or agency, and confers no authorship, voting or editorial right beyond what the charter of the Activity states.
06Section 3

Comments and public consultations.

  • 3.1 A comment or a consultation response is published with the name or the organisation the participant chooses, or without a name where the consultation allows it. Contact details are never published.
  • 3.2 Comments are moderated against the Code of Conduct and the Acceptable Use Policy. A comment that breaches them is not published, or is removed, and the author is told why where an address was given.
  • 3.3 Every response is read. The publisher may publish a summary of the responses and of how they were taken into account; it does not undertake to answer each response individually.
07Section 4

Nominations.

  • 4.1 A person may be nominated, by others or by themselves, for a role, a panel, an award, a recognition or a speaking part. A nomination of someone else is made only with that person's knowledge, and nothing about a nominee is published without the nominee's consent.
  • 4.2 Nominations are assessed against criteria published with the call by the panel the call names. Panel members declare conflicts of interest and step aside from any nomination where one exists. The decision and its main reasons are recorded.
  • 4.3 A nominee may withdraw at any time before the result is published. A nominee who is not selected is told so; the deliberations of the panel stay confidential.
08Section 5

Working groups and review panels.

  • 5.1 Each group works under a public charter that states its scope, membership, decision rule, the confidentiality of its drafts and its duration. Decisions are taken by consensus where possible, with any dissent recorded with its reasons.
  • 5.2 Members declare conflicts of interest when they join and whenever they arise, and step aside from decisions where one exists. Declarations are recorded and, where the charter says so, published.
  • 5.3 Drafts circulated within a group stay within it until the group releases them, unless the charter makes them public from the start. Released material is published under the licences of the Contribution Terms.
  • 5.4 Participants do not discuss or agree prices, costs, wages, bids, markets, customers or any other competitively sensitive matter, and do not exchange such information. Every meeting has a written agenda circulated in advance and minutes that record what was discussed. A participant who sees a discussion turn to such a matter objects, has the objection minuted and, if the discussion continues, leaves.
  • 5.5 Participation is open on non-discriminatory terms. No group may be used to exclude a competitor, a supplier or a technology without technical justification, or to organise a boycott.
09Section 6

Events.

  • 6.1 Registration asks only for what the event needs: name, organisation, role, country and contact address, and any access requirement or dietary need the participant chooses to share, which is used only to meet it.
  • 6.2 The programme of an event states for each session whether it is on the record or held under the Chatham House Rule, and whether it is recorded or streamed.
  • 6.3 Sponsorship, hosting or speaking at an event confers no influence over findings, editorial content or decisions of the institution, and is disclosed in the programme.
  • 6.4 Participants follow the safety instructions of the venue and of the organisers. The organisers may refuse entry to, or remove, a person who breaches the Code of Conduct.
10Section 7

The Chatham House Rule.

  • 7.1 When a session is held under the Chatham House Rule, "participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed" (the Chatham House Rule, as published by the Royal Institute of International Affairs, chathamhouse.org).
  • 7.2 A session under the Rule is not recorded or streamed, its notes attribute nothing to any person or organisation, and any summary is reviewed so that no participant can be identified from it.
11Section 8

Photography, recording and streaming.

  • 8.1 Participants are told before a session begins, in the programme and at the session, when it will be photographed, recorded or streamed, for what purpose and where the material will be published.
  • 8.2 A participant who does not wish to appear may say so at registration or to the organisers and is offered a place or a way to take part out of camera view, or with camera and name off online. Speakers agree to the recording of their session in advance and may ask that a passage be removed before publication.
  • 8.3 Participants do not record, photograph or stream a session themselves unless the organisers allow it for that session. The notice of each recorded event states how long the recording is kept; personal information in recordings is handled as the privacy documents describe.
12Section 9

Withdrawal and ending.

  • 9.1 A participant may withdraw from an Activity at any time by telling the organisers. Material already published stays available under the licence under which it was contributed, with any correction or withdrawal notice the record needs.
  • 9.2 The publisher may end or suspend a participant's involvement in an Activity for a serious or repeated breach of these Terms, after giving the participant the chance to respond unless the safety of others prevents it.
13Section 10

Law and contact.

  • 10.1 These Terms are governed by the laws of the Province of Ontario and the federal laws of Canada applicable therein, without regard to conflict-of-laws rules that would apply another law, without prejudice to any mandatory protection of the law of the country where a user lives.
  • 10.2 Questions about taking part go to contact@therisk.global.
