Oceania-Pacific Regional Systems Risk and Resilience Report 2026: Baseline Edition, The State of Oceania-Pacific’s Interdependent Systems.
The first annual edition of the Oceania-Pacific regional report. It fixes the 2026 reference state of Oceania-Pacific as a region: its member countries, the basins and grids they share, and the positions against which every quarterly edition from Q1 2027 will be measured.

01 · Status
Status and boundaries.
This edition governs nothing and certifies nothing. It records where the regional evidence stood at the 2026 baseline. Every value resolves to its source or to its stated method; where neither exists, the edition says so instead of filling the gap.

What the edition finds.
Five of the questions the edition answers, each with its status. The executive summary has all of them, with their sources.
The registry holds one member, Australia. Forum members and World Bank series for Fiji, Papua New Guinea and the Pacific island small states are reference groups.
Who is in the region?Reported
Australia emitted 591.5 Mt CO₂e excluding land use in 2024, about 21.7 t per person. The reference series are far smaller.
Where do emissions stand?Estimated
Wind and solar supplied 33% of Australian electricity in 2025. Access is 20.5% in Papua New Guinea.
How is electricity supplied?Reported
2024 was the warmest year on record in the South-West Pacific, and marine heatwaves covered about 40 million km².
How fast is the climate changing?Reported
More than half of Pacific islanders live within 500 m of the coast. The sea-level rate is not bound in this edition.
How exposed are coasts?Reported
03 · Contents
Eight chapters and three annexes.
- ·
The edition on a few pages: the abstract, the key messages, the headline finding and what each steward reads in it.
- 1
Chapter 1. Oceania-Pacific’s risk is set by ocean, coast and distance
Part I describes systems and their couplings.
- 2
Twelve findings carry the baseline. They are grouped by system, never ranked.
- 3
- 4
Chapter 4. Risks and capability
Four regional risk objects open the portfolio.
- 5
Chapter 5. Cyclone and marine-heatwave season across the Coral Sea and nearby island coasts
A conditional statement under stated assumptions, never a prediction.
- 6
Chapter 6. Readings from the other desks
The regional baseline is read through each steward’s lens, then once as a whole.
- 7
Eight bounded questions open the 2027 Regional Agenda.
- 8
One section per system: its state at evidence close, its exposures and what the operational series will watch.
- A
How the edition was made: methods, the model card, the evidence cut and its age, the acceptance record and the glossary.
- B
The indicator set with its sources, the source registers, the licences of every kind of material and the formats of the edition.
- C
Annex C. References and record
Every source the edition rests on, the publication record, the corrections log and the open record.

04 · GCRI reading
How GCRI reads this edition.
The evidence supports a reading of Oceania-Pacific risk as exposure and access: warm oceans and sea level act on coasts, power and health together. Evidence is strongest for population, emissions, electricity access and ocean warmth, and weakest for losses, sea-level rates and the condition of reefs.

Reports is the Consortium’s quarterly publication, written by six desks. This page sits with the GCRI Systems Evidence desk. What you know about this subject can become evidence, a case or a correction in the next edition, credited to you and published under CC BY 4.0 where it is your own work. Sent to the wrong desk, it is forwarded, not refused.

Every quarter closes on a sealed evidence cut. A correction, a source or a method received before the cut is reviewed for that edition.
