Technology and infrastructure providers
SMEs, startups, technology teams, high-performance computing centres, research networks, telecoms, cloud and equipment providers can answer testbed and mission calls of The Global Centre for Risk and Innovation (GCRI), or offer qualified resources. Selection follows documented criteria. Evaluation never depends on contribution size. Testing is not certification. An offer is never counted as an allocation. Part of Work with GCRI.

Respond to a call or offer resources.
| Who | First step | First outcome |
|---|---|---|
| SMEs, startups and technology teams | Respond to a testbed or mission call | A documented selection decision, an evaluation plan and controlled results |
| Computing centres, networks, telecoms, cloud and equipment providers | Offer qualified resources or technical capacity | A resource-offer disposition, a qualification record and separately approved allocations |
An offer moves through separate states.
None of these states implies the next.
- Offered

- Accepted
An offer records the owner and contact, legal and use constraints, location and availability window, hardware and software profile, security state, support coverage and return and sanitisation requirements.

Process
Technology and infrastructure providers: Working group, charter to sunset
A working group is chartered by record for a fixed timebox, delivers bounded assignments, drafts and recommends, then dissolves unless renewed; it does not adopt.
01 Form
- 01NLC proposes the groupDecision · National Leadership CouncilThe NLC proposes working groups and nominates chairs, editors and experts from its leadership pools. It does not charter.
- 02Charter by recordDecision · National Standards CouncilA working group is chartered by record for a timebox of at most twenty-four months. The charter sets its scope, roles and decision rule.
- 03Members join by competenceStep · MembersExperts, practitioners, students and volunteers join by competence. Members declare interests and recuse on conflict.
02 Work
- 04Workplan from the national agendaStepAssignments come from the national agenda and the year’s missions. Each states the competence it needs and how the work will be reviewed.
- 05Drafts and deliverables, delivered monthlyRecordGroups deliver monthly. For standards they draft the national profile and deviation register and run national public comment and pilots.
03 Review
- 06Contribution record and reviewGateEach contribution is recorded and reviewed. A working group drafts and recommends; it does not adopt.
- 07Recognition follows the recordRecordContribution records are kept, so that recognition follows the record.
- 08National adoption is decided elsewhereDecision · National Standards CouncilThe National Standards Council decides the adoption mode and the national profile. The working group proposes and never decides.
04 Close
- 09Dissolved by default, or renewed by recordDecision · National Standards CouncilA group is dissolved by default at the end of the timebox. The National Standards Council renews or closes it, on the NLC’s proposal.
National Working Groups · National Standards Council · Decision rightsDesigned programme process, not a record of operation. No cycle has run and every programme is at service level R0. A gate is a programme decision, never a public-authority approval, certification or deployment authorisation. No working group is constituted. The charter rules belong to the proposed Nexus Standards working model.
What you receive, contribute and can expect.
| Question | Answer |
|---|---|
| What you receive | A documented selection decision and evaluation plan, or a qualification record for offered capacity |
| What you contribute | Technology or capacity, documentation and support during testing |
| Cost | Set out in each call or agreement; evaluation never depends on the size of a contribution |
| Who is accountable | The GCRI organisation named in the terms, GCRI Canada or GCRI US |
| How to leave or raise a concern | Withdraw at any time under the agreed terms; concerns go to the integrity concern form |
How providers are treated.
- 01
Neutral selection
Participants are selected on documented criteria. Contribution level never decides evaluation.
- 02
Licensing
Each test sets out the licence for provider technology and for results. Background intellectual property stays with its owner, as described under rights and licences.
- 03
Approved test pathways
Tests follow an evaluation plan with stop rules, described under technology assessment.
- 04
No endorsement
A test result describes what was tested. It is not accreditation, certification, endorsement or exclusivity.
