Routes for institutions, leaders and experts

Work with GCRI on the risks that matter to you.

The Global Centre for Risk and Innovation (GCRI) has a route for each kind of contributor: governments, international institutions, universities, operators, technology providers, civil society, experts and students. Institutions, leaders and experts take part in national programmes through three separate pathways, and every first step is an enquiry that receives a reference.

01In brief

The short answer.

Working with GCRI means taking part through a defined route for your kind of institution: governments and public institutions, universities, operators and industry, technology providers, communities and civil society, or experts and students. Each route starts with an enquiry that receives a reference, and none creates membership, a contract or an assignment by itself.

02Routes by audience

Start from who you are and what you need.

Choose who you are. Each route names its first useful outcome, the boundary that applies and the address that handles it; the acknowledgement gives a reference and names the next step.

Route 01 · Governments and public agencies

Request a country-scoping dialogue

A scoping dialogue tests whether a national programme would answer the questions that matter to your country, and who holds authority over them.

First outcome
A scoping note, an authority map, a first-quarter baseline plan and a decision on whether to proceed
Boundary
Regulator participation confers no approval or privileged access

The message opens in your email with a short brief. It receives a reference; it creates no membership, role or commitment.

Route 02 · UN and development institutions

Propose programme cooperation

Cooperation runs through your own instruments, with roles, results and data rights agreed before the work starts.

First outcome
A concept note, a results and evidence plan, roles, and a data and rights schedule
Boundary
Participation creates no endorsement; a readiness record is not a loan, grant or procurement decision

The message opens in your email with a short brief. It receives a reference; it creates no membership, role or commitment.

Route 03 · Universities and research institutes

Propose research or independent review

Research collaborations and independent reviews are agreed on a protocol that keeps negative findings publishable.

First outcome
A research protocol, contribution and rights terms, and a publication route
Boundary
Research terms keep negative findings and independent scrutiny possible

The message opens in your email with a short brief. It receives a reference; it creates no membership, role or commitment.

Route 04 · Operators and enterprises

Submit an operationally grounded mission

A mission starts from a dependency your operation actually faces, such as a substation, a port or a supplier.

First outcome
A dependency study, a controlled test design, options with their limits and a handoff to the operator
Boundary
Membership gives no access to production systems. Competitors' confidential information is not exchanged, under a written competition policy that counsel reviews before membership opens

The message opens in your email with a short brief. It receives a reference; it creates no membership, role or commitment.

Route 05 · Technology and infrastructure providers

Respond to a testbed call or offer resources

Technology is tested against a stated evaluation plan; offered capacity is qualified before anyone counts on it.

First outcome
A documented selection decision and evaluation plan, or a qualification record for offered capacity
Boundary
Testing is not accreditation, and offered capacity is not counted as allocated

The message opens in your email with a short brief. It receives a reference; it creates no membership, role or commitment.

Route 06 · Civil society and communities

Contribute challenge, local knowledge or a concern

Local knowledge and challenge improve the evidence. Corrections to public information can also go to integrity@therisk.global.

First outcome
An acknowledgement and a reasoned response or disposition
Boundary
No membership or account is needed to report harm or correct public information

The message opens in your email with a short brief. It receives a reference; it creates no membership, role or commitment.

Route 07 · Experts and reviewers

Find a bounded assignment or review role

Assignments follow competence, with review criteria and a record of what you contributed.

First outcome
A scoped assignment, review criteria and a contribution record
Boundary
A reviewer with a declared conflict does not sign the relevant acceptance

The message opens in your email with a short brief. It receives a reference; it creates no membership, role or commitment.

Route 08 · Students and volunteers

Explore supervised learning and contribution

Students, early-career researchers and volunteers learn on safe tasks with a mentor.

First outcome
A safe task, a mentor, a learning plan and a record of your contribution
Boundary
No fee for ordinary participation and no unsupervised high-consequence work

The message opens in your email with a short brief. It receives a reference; it creates no membership, role or commitment.

The offers behind these routes, with their terms, are on GCRI programmes and services. Financial institutions start with membership at The Global Risks Alliance (GRA).

03Participation pathways

Three pathways into a national programme.

Each National Nexus programme has three pillars of participation. They are not interchangeable kinds of membership: each has a different member, a different selection route and different limits.

Institutions

National Nexus Consortium (NNC)

The institution is the member. It brings authorized representatives, a contribution plan and capability, including through the constituency councils.

  • Institutional enquiry
  • Due diligence and authority check
  • Contribution plan
  • Terms for the programme
Leaders

National Leadership Council (NLC)

The selected individual is the member, in a personal capacity, in the Leadership Council and the national leadership councils. The first year is designed around a leadership baseline, a contribution plan, quarterly work and a Year-One Gateway.

  • Application or nomination
  • Fit-and-proper and conflict review
  • Invitation and terms
  • Year-One Gateway
Experts and volunteers

National Working Groups (NWG)

The working groups, where assignments follow competence. Experts, practitioners, students and volunteers take on bounded, supervised work with prerequisites, review points and closure criteria.

  • Current work calls
  • Competence and availability
  • Supervised assignment
  • Contribution record
What each pathway does and does not confer
PathwayWho is the memberWhat it does not create
NNCThe institutionA Council seat, or influence over a technical conclusion, public authority or procurement
NLCThe selected person, in a personal capacityOffice, employment, a Board seat or access to restricted data; selection precedes any payment
NWGAssignments by competenceA fee for ordinary participation; paid work and fellowships are separate arrangements

Leaders and institutions can also see how The Global Risks Forum (GRF) convenes participation.

04National programme enquiry

From a first enquiry to a national decision.

A national programme is nationally owned. It starts with an exploration led by an accountable national contact, and it may or may not lead to formation. Write to the Secretariat or to the desk for your region, listed on Contact GCRI; countries under the platform's sanctions and eligibility policy have no desk.

05What is open now

Information and enquiries are open. The rest opens in stages.

Services open one level at a time, and only when the team, the terms and the review capacity for that level are in place. Today the programme is at R0.

06What an enquiry creates

An enquiry gets a reference. It is not membership.

Each step of participation is separate, and none implies the next. These distinctions protect participants as much as the programme.

Terms used on this page.

Each term as this institution uses it on this page.

TermDefinition
National Nexus Consortium (NNC)The institutional pathway of a national programme, in which the institution is the member, including through the constituency councils.
National Leadership Council (NLC)The pathway for individual leaders, selected and taking part in a personal capacity; selection precedes any payment.
National Working Groups (NWG)The pathway for experts, practitioners, students and volunteers, who take bounded, supervised assignments by competence and pay no fee.
Service level R0The current level of service: information and enquiries. Applications, payments and registrations open only when their team, terms and review capacity exist.
08Questions

Questions about working with GCRI.

Do governments or UN agencies need to buy membership?
No. Cooperation in a public capacity, observer roles, technical assistance, source provision and research collaboration are separate routes. Agencies can use their own authorized instruments.
Is there a membership fee?
No fee schedule is published, and no one is asked to pay a fee that has not been stated with its issuer, currency, effective date and scope. Ordinary participation in the National Working Groups has no fee, and for leaders selection precedes any payment.
What is the difference between the NNC, NLC and NWG?
In the National Nexus Consortium (NNC) the institution is the member. In the National Leadership Council (NLC) the selected individual is the member in a personal capacity. In the National Working Groups (NWG) experts and volunteers take bounded, supervised assignments by competence.
Can I apply online today?
Not yet. The current service level is information and enquiries. An enquiry receives a reference, and the acknowledgement names the next step; online applications open only when their team, terms and review capacity are in place.
My country has no national programme. Can it start one?
An accountable national contact can open an exploration with the Secretariat or the regional desk. Exploration leads to scoping and, if the national authority decides, a formation dossier. A country research profile alone does not mean a programme exists.
Can I raise a concern without being a member?
Yes. Corrections, concerns and complaints about public information require no membership, account or payment. Write to integrity@therisk.global, or see the routes on Trust and integrity.
