Europe and Eurasia region

The Europe and Eurasia programme covers highly interconnected power, gas, data and transport systems, alongside the Caucasus and Central Asian corridors that link Europe to Asia. The Eurasia Nexus Consortium programme, in formation, sits within this region. Regional work focuses on cascading infrastructure failure, the energy transition, heat and flood risk, and the digital and financial dependencies that cross jurisdictions. The Global Centre for Risk and Innovation (GCRI) coordinates the region as Consortium Secretariat. It is recorded as in formation, with four planned hubs that are coordination roles, not offices. 01In brief

The short answer.

The Europe and Eurasia region of Nexus Consortiums covers highly interconnected power, gas, data and transport systems and the Caucasus and Central Asian corridors that link Europe to Asia. Regional work focuses on cascading infrastructure failure, the energy transition, heat and flood risk and cross-border digital and financial dependencies; the region is in formation.

02Geography

Systemic exposure in Europe.

Where people and networks concentrate, the exposure through which shocks travel between systems, in Europe.

03Planned hubs

Coverage by planned hub.

Each planned hub coordinates shared-system work for a group of countries. No hub host decision is on record, so each is a planned coordination role rather than an operating site.

Planned hubCountries coveredFocus
United KingdomUnited Kingdom, Ireland, Iceland, Norway, Sweden, Finland, Denmark, Estonia, Latvia, LithuaniaFour-nation context, coastal and North Sea systems, infrastructure continuity and finance readiness.
FranceFrance, Belgium, Netherlands, Luxembourg, Monaco, Andorra, Spain, Portugal, Italy, Malta, San Marino, Holy See, Greece, CyprusMetropolitan and overseas contexts, Mediterranean systems, grids and European interoperability.

TürkiyeTürkiye, Albania, Bosnia and Herzegovina, Bulgaria, Montenegro, North Macedonia, Romania, Serbia, Republic of Moldova, Ukraine, Belarus, Russian Federation, Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, UzbekistanSeismic resilience, cities, reconstruction readiness and strategic corridors.

The Holy See is in scope as a United Nations observer state. The Caucasus and Central Asian states are covered with Türkiye, reflecting the corridors that link Europe and Asia.

04Shared systems

The cross-border questions this region examines.

Interconnected grids, energy transition and continental corridors, examined with national control of evidence. Listing a country in a hub group does not by that fact give it a constituted programme.

SystemQuestion
Interconnected power and gas networksWhich interconnectors, storage levels and weather regimes create cross-border cascading risk during the energy transition?
Danube, Rhine and Central Asian basinsHow do drought, navigation, cooling-water needs and irrigation interact across shared rivers?
Continental and Middle Corridor logisticsWhere do rail, road, port and pipeline routes concentrate exposure between Europe and Asia?
Heat, wildfire and floodWhich health, infrastructure and agricultural systems fail together under compound heat and flood events?
Data centres and digital interdependenceHow concentrated are cloud, data-centre power and subsea connectivity, and what does continuity require?

Shared-system work compares governed outputs and preserves dissent. It creates no treaty, sovereignty transfer or right to move data. See Cross-border risk systems.

05Focus

Domains, tools and offerings in regional demand.

Finance-readiness questions for the region's financial centres are translated by The Global Risks Alliance (GRA), which never lends, underwrites, rates or invests: climate-related financial questions for interconnected energy and real-estate exposure; operational and technology concentration in financial-market infrastructure; insurance protection gaps for heat, flood and wildfire. See GRA's regional programmes.

  • Priority domains: Energy, water, climate and hazards, lifeline infrastructure, AI and cyber, data and compute, finance and insurance.
  • Foundry systems most used by regional missions: GRIx (data, evidence and risk products), DSS (scenarios and decision analysis), NET (connectivity and continuity), NEXCORE (infrastructure enrolment and placement), NSF (policy, rights and assurance decisions), Rails (obligations, handoffs and receipts).
  • Offerings most relevant to regional demand: Sector and Critical-Infrastructure Resilience; Sovereign Data, Compute and AI Capability; Responsible Innovation and Interoperability Testbeds; Cross-Border and Shared-System Missions; Finance, Insurance and Development Readiness.
06Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
InterconnectionTransmission links between power systems or countries that let them share reserves and trade power, and also share disturbances.
Cascading riskRisk that a failure in one system or component triggers failures in others that depend on it.
Energy securityThe uninterrupted availability of energy sources at an affordable price, in the IEA's definition, with long-term and short-term dimensions.
Programme statusThe recorded state of a programme on Nexus pages: exploring, forming, constituted, active, paused or archived. A plan is never presented as an activity.
07Status

Programme state and how to take part.

State on record: in formation. No regional host is on record. The Eurasia Nexus Consortium programme sits within this region: its public programme page is published by The Global Risks Alliance (GRA), it is in formation, and its formation records and participating structures are confirmed by the Secretariat before they are listed here. The current service level is R0: information and enquiries. Enquiries about the region go to the regional desk at europeeurasia@therisk.global, or to the Secretariat at contact@therisk.global; the acknowledgement gives a reference and names the next step. Programme engagement follows the sanctions and eligibility policy of Nexus Foundry, and no desk or call to action is offered where engagement is not available.

08Questions

Questions and answers.

Is there a GCRI office in Europe and Eurasia?
No. The planned hubs are coordination roles, not offices, and no hub host decision is on record.
Does a country listed here have a national programme?
Not by that fact. Listing records research coverage and the scope for formation enquiries; each country's own state is shown on Countries and research profiles.
Who decides the regional agenda?
National programmes set their own agendas. Regional work compares compatible evidence on shared systems; no regional body binds a country, and withdrawal never erases other parties' lawful work.
What role does The Global Risks Forum (GRF) play here?
GRF leads leadership, institutional dialogue and the governance of Nexus Universe across the programme. Its regional view is on Regional cooperation.
