Programme state machine
The states a record or a programme item can be in, as the standards define them: record status, public registry state, legal state, claim limit, standard status, the proposal lifecycle, implementation status and the programme’s own items. 42 programme records are in this snapshot.
A catalogue record is draft, published, superseded or withdrawn.
Defined by the catalogue schema. The identifier never changes; only the status and the version do.
| Status | Meaning | Artefacts in the snapshot |
|---|---|---|
| Draft | Allocated and catalogued; not yet published. | 114 |
| Published | Published under the identifier. | 0 |
| Superseded | Replaced; the record names its successor and keeps its identifier. | 0 |
| Withdrawn | Withdrawn; the record is kept and the identifier is never reused. | 0 |
Corrections keep the identifier and add a version.
The state a visitor sees. The earlier display forms of the registry map onto these four states.
| State | Meaning | Earlier display form |
|---|---|---|
| Registered | The public state of a record that stands as published. | Registered |
| Correction open | A correction is open; the record keeps its identifier and a version is added when it closes. | Correction open |
| Rights hold | A rights question holds the record back from public view while it is resolved. | Rights hold |
| Withdrawn | The record is withdrawn from the public view; its identifier stays reserved. | Withdrawn |
The transitions are one way only for the identifier: REGISTERED to Correction open and back with a new version, to Rights hold while a rights question is open, or to WITHDRAWN. Nothing is deleted. Corrections and version history describes the route.
Two honesty fields travel with every record.
Neither is a readiness claim. A record may not state more than its claim limit.
| Field | Value | Meaning |
|---|---|---|
| Legal state | Legal review required | No legal decision is recorded; the default for every new record. |
| Legal state | Approved | A recorded decision approves the use. |
| Legal state | Restricted | The use is limited by the decision. |
| Legal state | Prohibited | The use is not allowed. |
A standard is open, proposed, adopted, superseded or withdrawn.
Of the 19 standards in the index, proposed 15, open 2, specified 2.
| Status | Meaning |
|---|---|
| Open | named, not drafted |
| Proposed | drafted here, applied by consumers, not adopted by authority |
| Adopted | recorded authority decision, see GOVERNANCE.md |
| Superseded | As named; see GOVERNANCE. |
| Withdrawn | As named; see GOVERNANCE. |
NS-6 and NS-7 are listed as specified inside NS-1 and implemented by a consumer, which is why the index carries a specified status for them. No standard here is adopted: adoption is a recorded authority decision that has not been made.
NS-13 proposal lifecycle (Nexus Standards).
The state machine of NS-13, read from the process graph in the registry: 6 states across the roles Proposer, Editors, Stakeholders, Authority.
| State | Lane | What happens |
|---|---|---|
| Open: proposal filed | Proposer | A proposal is an artefact with a UNI (nexus-proposal.v1): target standard or registry path, rationale, changes as a change proposal or patch, stakeholder groups affected. |
| In review: open comments | Editors | Comments are collected in the open; every comment receives a disposition (accepted, rejected, deferred, open) with a reason. |
| Last call | Stakeholders | Fixed period announced to all stakeholder groups: 30 days by default, 14 for errata, 90 for a new standard. Objections are answered in writing. |
| Accepted / rejected / withdrawn | Editors | The editors’ decision with reasons, recorded as an artefact. Editors recuse on proposals they raised. |
| Adopted | Authority | The authority decision that changes the standard’s status (GOVERNANCE.md ladder), recorded in the owning institution’s legal registers (decisionRef). |
| Version and changelog | Editors | Semantic version: patch (explanation), minor (additive), major (grammar, required field or blocking clause; crosswalk and migration note). |
| From | To | Condition |
|---|---|---|
| Open: proposal filed | In review: open comments | next |
| In review: open comments | Last call | next |
| Last call | Accepted / rejected / withdrawn | next |
| Accepted / rejected / withdrawn | Adopted | accepted |
| Accepted / rejected / withdrawn | Open: proposal filed | rejected or withdrawn: re-file |
| Adopted | Version and changelog | next |
Wired means tested in the consumer; planned means specified.
2 consumers and 10 surfaces carry an implementation status. It is not a readiness or a conformance claim.
| Type | Status | Records |
|---|---|---|
| Consumer | partly wired | 2 |
| Surface | planned | 6 |
| Surface | wired | 4 |
A wired row names the branch that carries the hook and whether it has merged. A row that is tested on its branch and absent from the default branch is read as planned until the change proposal lands.
0 work items in 5 streams, and the start-up milestones.
Work items are open 38; a package is done only when its acceptance commands pass and its change proposal is merged.
