01Status

Draft. Not in force.

This document is a draft. It is not legal advice and it is not in force. It becomes required only when the owner adopts it by a recorded decision in nexus-governance. Until then nothing here blocks anyone’s work.

02Charter

Independence and impartiality

I decide on the quality, evidence and scope of the work. Sponsors, members, networks, institutions and my own interests do not decide for me. I do not accept instructions on an individual decision from anyone outside the process.

03Charter

Confidentiality

Submissions, reviews, reviewer identities (unless the reviewer chose to sign) and deliberations are confidential until the process makes them public. I use them only for the editorial task. I do not upload manuscripts to AI tools that retain or train on them.

04Charter

Conflicts and recusal

I declare conflicts before I act and renew my declaration each year. I step out of any submission where I have a conflict: author, coauthor, same institution, close relationship, financial interest, competing work, or any matter that could reasonably look like one. I record the recusal. I do not select reviewers to reach a result.

05Charter

Decisions, reasons and appeals

I follow the published peer-review model and timelines. I record each decision with reasons. Decisions are public with reasons as the Peer Review Policy states. I do not reverse a decision outside the appeal process. Authors may appeal within 30 days on process error, undeclared conflict or misread evidence. I accept the decision of an appeal panel with no earlier involvement.

06Charter

Fair treatment

I treat authors and reviewers equally regardless of origin, status, language or network. I give authors every report.

07Charter

Integrity

I act on suspected misconduct under the Ethics and Misconduct Procedure and COPE Core Practices guidance. I correct errors promptly. I do not use unpublished material for my own work.

08Charter

Conduct and records

I follow the Community Code of Conduct. I keep decision records accurate and complete. I use named, accountable human judgement. AI does not make or record a decision for me.

09Charter

Record

My acceptance is recorded in the acceptance ledger. It is an acceptance record by my signed-in account, not a qualified electronic signature. I renew it each year and when the charter changes.

10Charter

Governing law (proposal)

The laws of Ontario and the federal laws of Canada applicable therein. Counsel to confirm.
