Draft. Not in force.
This document is a draft. It is not legal advice and it is not in force. It becomes required only when the owner adopts it by a recorded decision in nexus-governance. Until then nothing here blocks anyone’s work.
Before you act
You need the Editor Charter, the Conflict-of-Interest declaration and the Editorial Independence statement current before any decision. Board members also need the Editorial Board Charter. The platform checks this each time.

- Subject editor, data editor, steward reviewer, copy editor, production editor: do their pass or task.

Passes and decisions
Run the five passes in order. At least two reviewers for articles and data. Open the board decision through nexus-governance. Recuse yourself from anything you are involved in. Record reasons. Publish the decision.
Conflicts and recusal
Declare in writing. Step out. Another editor takes over. The record shows the recusal.
Confidentiality
Do not share manuscripts, reports or reviewer identities outside the process. Do not use AI tools on manuscripts.
Independence
No sponsor, member or network officer directs a decision. Report any attempt to the council.
Appeals and complaints
Pass appeals to the council. Pass complaints to the managing editor. Do not handle your own.
Corrections
Open a new version with a correction note. Update the corrections log. Tell the author.
Releases
Follow the quarterly release checklist. Do not release if the licence manifest or the agreements snapshot is missing or invalid.
Overdue agreements
The managing editor’s admin view lists who signed what and who is overdue. Chase politely. Do not work around a refusal.
