Mandate and publisher

Systemic Risk Management is published by The Global Centre for Risk and Innovation (GCRI). It is the GCRI platform for risk-method discipline: how to identify, analyse, govern and correct decisions about risk in interconnected systems. This page sets out its mandate, who answers for it, the limits of its role and its current state. The platform is in development, and nothing on it represents a service, audit or approval.

01In brief

The short answer.

Systemic Risk Management is a specialist platform of The Global Centre for Risk and Innovation for risk management and systemic risk as well as methods and modelling. Its mandate covers risk management that sees interdependence, uncertainty, cascading loss and the human consequences of decisions. GCRI publishes it, answers for its content and takes no decision on anyone's behalf. It is in development at service level R0, and activities open as each is ready.

How Systemic Risk Management is governedA mandate sets the platform's scope; an editor and reviewers govern what it publishes; programmes and the community supply the work; the integrity route handles corrections; authority over decisions stays outside. Design of the governance, not a record.

03Geography

People and hazards in Asia.

For mandate and publisher, in GCRI's spatial-intelligence reading, the map opens on population density, true-colour imagery and night lights, framed on Asia; every other NASA layer, live feed and forecast waits in the layer list.

The interactive map needs JavaScript; the layer list and sources are below.

04Mandate

Risk management that sees interdependence and consequence.

The mandate is risk management that sees interdependence, uncertainty, cascading loss and the human consequences of decisions.

Interdependence

Connected risks

Methods for common-cause, correlated and cascading losses across organizations and sectors.

Uncertainty

Honest analysis

Probabilistic, scenario and judgement-based methods matched to the evidence actually available.

Consequence

Who bears the risk

Attention to how decisions shift risk between organizations, people and public budgets.

05Publisher

GCRI answers for the platform.

GCRI is a research, development and policy institution. It works across Canada and the United States.

The platform's community is enterprise risk leaders, risk scientists, resilience managers and enterprise executives. Its planned outputs are a systems-risk primer, dependency analyses and a decision-method guide. It exists as a distinct platform because risk-method discipline is separate from technical infrastructure and from single-hazard specialist sites. It stewards decision analysis under uncertainty and scenario design and stress testing for the Consortium.

06Limits

What the platform does not do.

  • It does not audit, certify or rate any organization's risk management.
  • It does not set risk appetite, tolerances or limits for any organization or authority.
  • It does not sell consulting, software or training as a commercial service.
  • It does not regulate, license or approve, and contributing gives no influence over findings.

Decisions on risk remain with boards, executives and public authorities under their own mandates. See trust, rights and status.

09Questions

Questions and answers.

Is Systemic Risk Management a separate organization?
No. It is a specialist platform of GCRI with no separate legal identity.
Who works on the governance and finance sides?
The Global Risks Forum (GRF) convenes on governance through Governance Nexus, and The Global Risks Alliance (GRA) builds shared industry understanding through Financial Stability.
When will the platform publish its first outputs?
Outputs are published when they are reviewed. No date is promised before a release record exists.
