GCRI · How Nexus works

Decide

The decision belongs to the competent authority or institution, under its own rules. GCRI’s part ends at handing over evidence, options and their limits in a form the decision-holder can use and others can audit.

01Six pillars

This step sits outside the programme.

The decision is taken by the competent authority under its own rules; the six pillars, led by the Nexus Consortium, supply evidence and options and do not decide.

F01 to F14 are the recorded handoffs of the programme year, each with the artefact that moves and its phase; R1, R2, R3 and R4 carry work around the ring. A loop counts when every pillar on it is selected. Every pillar is led by the Nexus Consortium.

02The handover

What a decision-holder receives.

ItemWhy it matters
The question as framed, with its criteriaSo the decision-holder can see whether it was the right question
Options with consequences and uncertaintyDecision analysis compares options, it does not choose among them
Evidence labels and limitsSo a modelled result is not acted on as an observation
What would change the answerTriggers for revisiting the decision as monitoring data arrive

Under the Sendai Framework, disaster risk governance is a national responsibility shared with local government and other stakeholders. Evidence from the cycle feeds that governance; it does not substitute for it.

04Recorded decisions

NXS-RLS records who decided what.

Where a competent body chooses to record a decision taken on cycle evidence, the record names the body, the mandate, the date and the evidence version it relied on. That record is what makes the renew step possible: when the evidence is corrected, the decisions that relied on it can be found. Authenticated is not authorised, and an analyst’s access to a build gives no decision right.

How the process runs.

Process

Decide: Deliberation to decision

A dialogue question gets an accountable owner, evidence and financial readings; deliberation is recorded with dissent, and the accountable decider decides.

  1. 01 Question and evidence

    1. 01Frame the question with an accountable ownerRecord · The Global Risks ForumGRF frames dialogue questions, with GCRI consulted and the Global Risks Alliance (GRA) where finance is involved. The question note names an accountable owner.
    2. 02Evidence briefRecord · GCRIGCRI prepares an evidence brief with labels, sources and limits. GRF and GRA are informed.
    3. 03Financial reading, where finance is involvedRecord · The Global Risks AllianceWhere a record has financial implications, GRA supplies a financial reading as an options note. It is never a transaction or an approval.
  2. 02 Dialogue

    1. 04Who takes part, and with what authorityComponentForum design asks who the audience is, who should participate, who should not, and what authority, if any, speakers carry.
    2. 05Dialogue and deliberationExercise · The Global Risks Forum; councilsCouncils decide by consensus on the record, with dissent recorded. Evidence producers, deliberators and funders stay distinguishable.
    3. 06Options and recommendationRecord · The decision ownerThe Decisions room keeps the decision case, options, criteria, appraisal run and recommendation as records.
  3. 03 Record

    1. 07Deliberation recorded before findings move onRecord · The councilCouncil deliberation on exercise findings is recorded before findings go to Reports. Approved minutes are published, with dissent.
  4. 04 Decision

    1. 08Accountable decider decidesDecision · The accountable deciderCouncils recommend within a published scope and take no public-authority decisions. Each decision has one accountable decider.
    2. 09Follow-up route and recordRecordEvery forum has a follow-up route. Records state what was concluded, if anything, and what remains unresolved.

Councils · The Global Risks Forum · The global levelDesigned programme process, not a record of operation. No cycle has run and every programme is at service level R0. A gate is a programme decision, never a public-authority approval, certification or deployment authorisation. No council is constituted.
