Skills and review

A good match rests on evidence that a person can do the work, on someone accountable for supervising it and on an honest account of conflicts. This page explains how Nexus Agency, a platform of The Global Centre for Risk and Innovation (GCRI), is designed to review competence, supervise work and handle conflicts of interest before and during an assignment. It describes the method; it does not publish assessments of any individual. The current service level is R0: information and enquiries.

01In brief

The short answer.

Competence review at Nexus Agency is how the programme checks that a person can do the work before an assignment: evidence of skill, an accountable supervisor and an honest account of conflicts of interest. The page describes the method and publishes no assessment of any individual.

03Evidence of competence

What counts as evidence.

Work

Work products

Publications, models, code, datasets, reports or project records the candidate can show and explain.

People

References

Named referees who supervised or reviewed the work, contacted only with the candidate's consent.

Tasks

Scoped exercises

Where the scope needs it, a short task matched to the assignment, assessed against stated criteria.

A learning record or contribution record is evidence of what was done. It is not a professional licence, and Nexus Agency never issues credentials it cannot substantiate.

04Supervision

Every assignment has a named supervisor.

  1. 01

    Before work starts

The supervisor, the reporting line and the acceptance criteria are written into the terms.

  2. 02

    During the work

Check-ins follow the risk of the work. High-consequence tasks are never assigned to unsupervised learners.

  3. 03

    At acceptance

Deliverables are reviewed against the criteria. Disagreement is recorded rather than resolved silently.

  4. 04

    After closeout

A contribution record is kept, and the person can ask for it to be corrected. The record states what was done, for whom and under whose supervision, and nothing more.

05Conflicts

Conflicts are declared, recorded and acted on.

Candidates declare financial, institutional and personal interests relevant to the host, the subject and any competing party. A reviewer with a declared conflict never signs the relevant acceptance. Where a conflict cannot be managed, the person does not take the assignment. GCRI's wider rules are set out on conflicts and independence.

06Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Competence frameworkA structured description of the skills and knowledge a role requires, such as ESCO.
Conflict of interestA situation in which financial, professional or personal interests could compromise, or appear to compromise, judgement in research or review.
Recognition of prior learningAssessing and certifying skills that people have gained outside formal education, such as at work.
Declaration of interestsA written statement in which an expert or participant discloses financial, professional and personal interests that could constitute a real, potential or apparent conflict of interest, so that others can judge and manage it; WHO uses this procedure for its experts.
07Fairness

How decisions are kept fair.

  • Criteria are written before candidates are compared.
  • No fee, sponsorship or membership tier improves a candidate's chances.
  • A candidate can ask for the reasons for a decision.
  • Complaints about a matching decision are reviewed by someone not responsible for it, through integrity@therisk.global.
08Questions

Questions and answers.

Will my assessment be published?
No. Assessments are kept with the assignment record and are not published. You can ask to see and correct what is held about you.
What if I have worked for the host before?
Declare it. Prior work is not automatically a conflict; it is assessed against the scope and recorded.
Who supervises volunteers and students?
A named mentor or supervisor with competence in the field. Safeguarding concerns go to safeguarding@therisk.global, a restricted route.
Does passing review mean I will be selected?
No. Review shows a person is suitable for a scope. Selection depends on the assignment, the host and the other candidates.
