Draft. Not in force.
This document is a draft. It is not legal advice and it is not in force. It becomes required only when the owner adopts it by a recorded decision in nexus-governance. Until then nothing here blocks anyone’s work.
Copies
1. Zenodo is the official repository. Each released edition has a concept DOI and a version DOI. Deposits are public and effectively permanent. 2. GCRI canonical site carries every edition. 3. Network sites carry the editions of their own desks. 4. OAI-PMH. Zenodo serves OAI-PMH for the community sets. A native OAI-PMH endpoint on the Reports sites is not built yet. Until it exists we do not claim one. 5. Mirrors. Mirror hosts are to be chosen by the owner. None is named here. 6. Pack hashes. manifest-sha256.txt in each pack lets anyone verify a copy. 7. Agreements ledger and licence manifest are exported with each release so the legal state at release can be shown later.
Identifiers
UNIs and DOIs are never reused or reassigned. A correction is a new version. A withdrawal leaves a tombstone.
If a network closes
- Released editions stay on GCRI canonical and in Zenodo with their licences unchanged. Licences are irrevocable for published versions.
- The council appoints a successor desk or hands the desk’s series to the Collection editor.
- Editors, reviewers and contributors are told in writing. Their acceptance records stay in the ledger, and their rights under the privacy notice continue.
- The network’s site shows a closure notice with links to the editions. Redirects are kept for at least 5 years.
- Zenodo community curation passes to the GCRI-owned flagship community.
If the publisher cannot continue
GCRI Canada, as publisher of record, would pass stewardship to a successor named by the council. The licences already granted are not affected. Counsel confirms the legal steps.
Tests
Once a year we restore one edition from Zenodo and check hashes, licence manifest and links. The result is logged.
Roles
The production editor keeps this plan current. The hosting lead keeps backups and security.txt. The owner approves changes.
