This register separates what The Global Centre for Risk and Innovation (GCRI) has planned, what it has tested and what it actually provides today. Services open one level at a time, only when the team, terms and review capacity for that level exist. The current service level is R0, information and enquiries: you can understand the programme and send an enquiry, which receives a reference. Everything else is described as designed or in development until it opens. This page is part of trust and accountability.
GCRI · Institution · service level R0
The claims and readiness register separates what GCRI has planned, what it has tested and what it provides today. Services open one level at a time when their team, terms and review capacity exist; the current level is R0, information and enquiries, and of the thirty GCRI platforms eleven are established and nineteen in development.

Where people live and how far each division sits from a large city's services, shown for the Andes as an example geography for this subject.
Each level has a precise meaning. A service is listed at a level only when it actually operates there.
| Level | What it means | State |
|---|---|---|
| R0 · Information | Visitors can understand the programme and send an enquiry, which receives a reference | Open now |
| R1 · Enquiry queue | A staffed queue issues a durable receipt for every relevant question | Not yet open |
| R2 · Application | Formal candidates apply for a defined pathway with current terms and an appeal route | Not yet open |
| R3 · Commitment | An accepted participant signs an agreement with the correct parties and scope | Not yet open |
| R4 · Operation | Authorized users undertake the scoped service, workload or exercise | Not yet open |
| R5 · Public release | Evidence or status is released with independent release authority | Not yet open |
These distinctions protect participants as much as the programme.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Claim ceiling | The strongest statement a page may make about a capability, set by the evidence on record; without operating evidence a page describes a design or an integration, never readiness. |
| Service level R0 | The current service level of Nexus pages: information and enquiries only. An enquiry receives a reference and a named next step; it creates no membership, contract, assignment or commitment. |
| Programme status | The recorded state of a programme on Nexus pages: exploring, forming, constituted, active, paused or archived. A plan is never presented as an activity. |
| Status attestation | A dated statement by a named owner that a programme's recorded status is still accurate. |
Of the 63 platforms across the three pillar institutions, GCRI publishes thirty: eleven established and nineteen in development, listed on the specialist network. An in-development platform has real pages and makes no claim of activity, members or publications. National and regional programme states are shown under programme status.
The Global Risks Forum keeps its own register at GRF claims and programme state.
The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
