Public accountability

The Global Centre for Risk and Innovation (GCRI) publishes the records that let anyone check how it works: the decisions it takes and who took them, the interests that could affect them, what it has published and under what review, and how errors are corrected. None of these routes requires membership, an account or payment. This page lists each kind of record and the route for raising a concern about it. Return to About GCRI, or see Trust and accountability for the full trust section.

01In brief

The short answer.

Public accountability at GCRI means publishing the records that let anyone check how it works: decisions and who took them, interests that could affect them, what was published under what review, and how errors were corrected. None of these routes requires membership, an account or payment, and each has a named route for raising a concern.

02Canvas

Mandate to authority.

Canvas · mandate to authorityDesign, not a record
How The Global Centre for Risk and Innovation is governedA mandate sets the platform's scope; an editor and reviewers govern what it publishes; programmes and the community supply the work; the integrity route handles corrections; authority over decisions stays outside. Design of the governance, not a record.

04Records

Four kinds of record, each open to examination.

Decisions

Decision records

Material decisions are recorded with their date, holder, scope and reasons. A rejected recommendation receives a reasoned disposition rather than disappearing.

Interests

Declared interests

Reviewers and role holders declare interests. A reviewer with a declared conflict does not sign the acceptance it concerns. See Independence and conflicts.

Publications

Publication records

Each release carries its sources, methods, evidence labels, review chain, funding disclosure and version history.

Corrections

Correction history

A correction creates a new recorded version, never a silent edit. See Corrections and concerns.

06Integrity

Rules that no funder can buy out.

  • No support buys a finding, a ranking, an appointment, consent, procurement advantage or the suppression of a limitation.
  • Findings are accepted on method by qualified, conflict-managed reviewers, not on who funded or hosted the work.
  • Funding is disclosed with each publication, and sponsorship has no say in a test result.
  • Missing data is shown as missing, never as zero, and every result carries an evidence label.
07Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Public accountabilityThe obligation of an institution to explain and justify its conduct to the public and to bodies that can question it, and to face consequences, as the OECD frames accountability in governance.
Conflict of interestA situation in which financial, professional or personal interests could compromise, or appear to compromise, judgement in research or review.
CorrectionA published notice that amends an error in a work whose main findings stand.
Audit trailA record of who accessed or changed data, when and why.
08Annual account

The year in one reviewed document.

Governance changes, delivery evidence, lessons and material changes are brought together in the institutional annual review once it is released. The other pillar institutions keep their own routes, for example the corrections and complaints route of The Global Risks Alliance (GRA).

09Questions

Questions and answers.

Do I need to be a member to raise a concern?
No. Every route is open to anyone, without membership, an account or payment.
What happens after I report an error?
The responsible editor or source owner reviews it. If the correction is accepted, it is published as a new recorded version with its history.
Is a complaint reviewed by the person I am complaining about?
No. A complaint about a decision is reviewed by someone not responsible for that decision.

Start with an enquiry.

The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
