Institutional support

Institutional support aims to strengthen an organisation's ability to perform its mandate: its systems, people, rules and the environment it operates in. It is scoped to eligible organisations, those with a lawful mandate, clean sanctions status and the governance to absorb help. This page sets out how capacity is assessed, how support can weaken the institution it serves, how capacity erodes after support ends, and what the evidence serves for those who decide.

01In brief

The short answer.

Institutional capacity building is support that strengthens an organisation's ability to perform its mandate through its systems, people, rules and environment. It is assessed with frameworks such as PEFA for public financial management and MAPS for procurement. Parallel project units can substitute for ministries, and capacity often erodes after support ends.

04The question

Institutional support: how the risk develops.

Scoped support to eligible organizations. The dossier below sets out how the risk develops, what is measured, where the data come from, how it is modelled and who decides.

Mechanism

Capacity is systemic

Capacity sits at three levels: individuals, the organisation and the enabling environment of laws, budgets and incentives. Training individuals without changing systems or incentives rarely changes performance.

Mechanism

Parallel structures substitute

Project units with salary supplements draw skilled staff out of the line ministry. Work gets done, but in a structure that closes when funding ends, leaving the ministry weaker than before.

Mechanism

Reform meets interests

Changes to procurement, payroll or revenue systems shift power and rents. Resistance can stall or hollow out a reform while formal milestones are still met, so compliance on paper and change in practice diverge.

Mechanism

Capacity erodes after exit

When support ends, unfunded recurrent costs, staff turnover and unmaintained systems erode gains. Weak financial management then shows up in audit qualifications and service failures, and in the next diagnostic.

06Indicators

What is measured, and how well.

Each indicator carries its unit, its cadence, the kind of source behind it and the evidence label a value would carry. No values are shown: a programme supplies them under its own authority.

Outputs this topic produces

  • Capacity maps across individual, organisational and enabling-environment levels
  • Eligibility checklists covering mandate, governance and sanctions status
  • Sustainability notes on recurrent costs, staffing and system ownership
  • Exit plans that set what the institution must fund and run after support ends
10Core questions

What frames institutional support.

  • Is the organization eligible, and does it hold a mandate for the work?
  • What capability does it need, and what does it already have?
  • How will the organization sustain the capability after support ends?
  • How is the work governed, and who on the host side owns it?
11Mechanisms

Capacity that lasts.

Capability rests on people, processes, tools and authority working together. Support that delivers a tool without the staff to run it, or trains staff who then have no mandate or budget to apply their skills, rarely lasts. Staff turnover, procurement constraints and changes in leadership can unwind progress quickly.

Lasting support therefore begins with a baseline of current capability, agrees a small number of priority gaps, pairs outside experts with named host counterparts and leaves documented processes and maintainable tools behind.

12Good practice

Signals that capability will last.

  • Named host counterparts for every outside specialist, with time allocated to the work.
  • Processes documented in the host's own systems and language.
  • Tools the host can operate, maintain and procure support for without the original team.
  • Leadership sponsorship that survives a change of personnel.

14Questions

Questions and answers.

What makes an organisation eligible for institutional support?
Each funder sets its own rules, usually covering legal mandate, governance, financial management, sanctions status and safeguard capacity. Eligibility is decided by the funder, not by the organisation asking for help.
Why can project implementation units weaken ministries?
They often pay more and recruit the ministry's best staff. Work moves to a structure that ends with the project, and the ministry loses the people it needs to sustain the function.
Can governance indicators show whether support worked?
Rarely on their own. They are broad composites with wide error. Function-specific diagnostics repeated with the same method say more about a supported institution.
Who is eligible for institutional support?
Organizations with a mandate for the work, subject to the programme's sanctions and eligibility policy and to safeguarding rules. Eligibility is confirmed when applications open.
Can a private company receive support?
Support is designed for organizations with a public-interest mandate. Any participation by a private operator is scoped so that it confers no commercial advantage.
Does support continue indefinitely?
No. Each engagement has a term and a closeout. The aim is that the host can continue without outside help.
