Technical assistance

In the Nexus Consortiums, technical assistance means bounded capacity-building under a defined scope. Nexus Agency, a platform of The Global Centre for Risk and Innovation (GCRI), scopes and staffs that assistance for institutions that hold a mandate for the work. This page sets out the types of assistance the programme is designed to provide, what a host mandate must contain and the limits that apply to every engagement. The current service level is R0: information and enquiries.

Ten programme offerings shape the assistance.

Assistance follows the offerings of the Nexus programme described on GCRI technical assistance. Each states its question, its deliverables and its limit.

04Host mandate

Assistance starts from a mandate, not from a sale.

A host is the institution that asks for help and answers for how the work is used. Before any assistance is scoped, the host mandate is designed to record:

  • the legal authority or institutional remit under which the host acts;
  • the question, the intended use of the results and who receives them;
  • the data, sites and people the work may touch, with the permissions for each;
  • the person accountable on the host side and the escalation route;
  • the closeout point at which the assistance ends.
05Boundaries

What technical assistance does not do.

Authority

No decisions on your behalf

Assistance informs decisions; the competent authority takes them under its own rules.

Money

No procurement or finance

Assistance is never procurement, financing or execution authority, and it creates no preference in any tender.

Status

No approval

GCRI does not regulate, certify, license or approve. Findings carry their methods and uncertainty.

06Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Technical assistanceNon-financial support such as expertise, training, advice on methods and help with institutional systems, provided at the request of the institution that owns the work.
Capacity developmentThe process by which people, organisations and societies strengthen their ability to manage their affairs, in OECD DAC usage.
Country ownershipThe principle that a country leads its own development policies and strategies and coordinates the actions that support them, set out in the Paris Declaration on Aid Effectiveness.
Terms of referenceThe document that defines an assignment's objectives, scope, deliverables, counterpart, acceptance criteria and reserved decisions.
07Start

How to request assistance.

Describe the need, the mandate and the timeframe to programmes@therisk.global. National programme questions can also go to national@therisk.global. The acknowledgement gives a reference and names the next step; it does not commit either side to an engagement.

08Questions

Questions and answers.

Who can request technical assistance?
Institutions with a mandate for the work: national and subnational governments, agencies, operators, research institutions and regional bodies. Individuals looking for work should see competence and expertise.
Is assistance free?
Each engagement states its terms in writing before it starts. This page publishes no fee, and none applies to an enquiry.
Can GCRI deliver assistance in my country?
GCRI works across Canada and the United States. Where national work is involved, it is scoped with the national programme, described on national consortiums. A country research profile is not a constituted national programme.
How does finance-readiness assistance differ?
It is governed through The Global Risks Alliance (GRA). See GRA finance readiness. GRA does not lend, underwrite or arrange transactions.
