Country programme enquiry

A National programme is nationally owned. It starts with an exploration led by an accountable national contact, who sets the jurisdiction, the questions and the limits. The Global Centre for Risk and Innovation (GCRI), as Consortium Secretariat, supports it. Scoping and a formation dossier may follow. Only the competent national authority constitutes a programme. Part of Work with GCRI.

An accountable contact, the jurisdiction, the questions that matter and the limits of the enquiry. Open for enquiries.

  2. 02

    Scoping

A scoping note, an authority map and a first-quarter baseline plan.

  3. 03

    Formation dossier

The ownership model, host options, first risk questions, safeguards, resources and exit conditions.

  4. 04

    Constitution

The competent national authority decides whether to constitute the programme.

04Accountable contact

Who can open an exploration.

An exploration needs a named person who can speak for the institution they represent, and who is accountable for the enquiry. A claimed identity is not authority to represent an institution, so authority is checked before scoping begins.

Public

Government contacts

Public servants acting within their mandate.

Institutional

Host candidates

Institutions willing to consider a host or lead role.

Regional

Regional desks

Desks for six regions route enquiries, listed on Contact GCRI.

05Process

How the process runs.

Process

Country programme enquiry: Working group, charter to sunset

A working group is chartered by record for a fixed timebox, delivers bounded assignments, drafts and recommends, then dissolves unless renewed; it does not adopt.

  1. 01 Form

    1. 01NLC proposes the groupDecision · National Leadership CouncilThe NLC proposes working groups and nominates chairs, editors and experts from its leadership pools. It does not charter.
    2. 02Charter by recordDecision · National Standards CouncilA working group is chartered by record for a timebox of at most twenty-four months. The charter sets its scope, roles and decision rule.
    3. 03Members join by competenceStep · MembersExperts, practitioners, students and volunteers join by competence. Members declare interests and recuse on conflict.
  2. 02 Work

    1. 04Workplan from the national agendaStepAssignments come from the national agenda and the year’s missions. Each states the competence it needs and how the work will be reviewed.
    2. 05Drafts and deliverables, delivered monthlyRecordGroups deliver monthly. For standards they draft the national profile and deviation register and run national public comment and pilots.
  3. 03 Review

    1. 06Contribution record and reviewGateEach contribution is recorded and reviewed. A working group drafts and recommends; it does not adopt.
    2. 07Recognition follows the recordRecordContribution records are kept, so that recognition follows the record.
    3. 08National adoption is decided elsewhereDecision · National Standards CouncilThe National Standards Council decides the adoption mode and the national profile. The working group proposes and never decides.
  4. 04 Close

    1. 09Dissolved by default, or renewed by recordDecision · National Standards CouncilA group is dissolved by default at the end of the timebox. The National Standards Council renews or closes it, on the NLC’s proposal.

National Working Groups · National Standards Council · Decision rightsDesigned programme process, not a record of operation. No cycle has run and every programme is at service level R0. A gate is a programme decision, never a public-authority approval, certification or deployment authorisation. No working group is constituted. The charter rules belong to the proposed Nexus Standards working model.

06Jurisdiction limits

What an exploration cannot do.

  • It does not create a programme, an office or a local legal presence
  • It does not bind a government or any institution
  • A planned hub is a coordination role, never an office
  • Countries under the programme’s sanctions and eligibility policy have no desk or enquiry route

How national programmes are built is described under formation pathway and National Nexus. Information and enquiries are open today: an enquiry receives a reference, and the acknowledgement names the next step.

07Questions

Questions and answers.

Our country has a research profile on the site. Does a programme exist?
Not by itself. Each country carries separate states for research coverage, formation, delivery and publication. A research profile can exist before any national structure is formed.
Who decides whether to form a programme?
The competent national authority. GCRI supports exploration and scoping, but formation is a national decision.
Is there a cost to explore?
An exploration enquiry has no fee. Any later resources or contributions are set out with their issuer, currency, effective date and scope before anyone is asked to commit.
How do we start?
Write to the contact form or to your regional desk, naming the accountable contact and the questions you want to explore.

Information and enquiries are open today. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
