Formation pathway

A National programme forms in stages, and each stage is a different thing. Exploration is interest and research coverage. Constitution is accountable structures and instruments on record. An active programme is scoped work under them. The Global Centre for Risk and Innovation (GCRI) supports formation and keeps these apart: interest is never shown as a programme, a plan never as a commitment. Part of National Nexus.

02Stages

Four stages, each with its own evidence.

StageWhat it meansEvidence required
ExplorationQuestions, interest and research coverageAn enquiry with a reference; a country research profile
In formationA formation dossier is being preparedNamed counterparts and a dossier in progress
ConstitutedAccountable structures and instruments existRecorded instruments and a named accountable organisation
Active programmeScoped work is under wayAgreements, a mandate and records of delivery
03Dossier

What the formation dossier contains.

  • The local ownership model and host options
  • The first risk questions, drawn from national demand
  • Safeguards, including rights-holder involvement and conflict rules
  • Domestic resources and any support sought
  • Exit conditions, so the programme can stop cleanly

Formation pathway: Build, sign and accept

An admitted mission becomes a cycle project; the build is pinned, verified and signed, and the Global Risks Forum (GRF) records acceptance for exercise, not permission to deploy.

  1. 01 Request and sources

    1. 01Admitted mission becomes a cycle projectRecord · Universe to FoundryAn admitted mission becomes a cycle project with a decision case.
    2. 02Qualify data sources and resourcesStep · GCRIGCRI qualifies data sources and resource offers and builds the scenario models. An offer is not an allocation.
  2. 02 Build and verify

    1. 03Source snapshotRecord · NXS-FAC (blueprints, builds and signing)The snapshot pins the commit, dependencies and generator versions.
    2. 04Build contractRecord · NXS-FAC (blueprints, builds and signing)The build contract declares the artefact kind, environment and reproducibility envelope.
    3. 05Integrate and buildModel · GCRIGCRI integrates software and data, signs builds, and tests security and interoperability.
    4. 06Verification suiteGate · NXS-FAC (blueprints, builds and signing)Required and advisory checks stay separate. Reproducibility needs pinned inputs, declared nondeterminism and independent rebuilds.
  3. 03 Sign and admit

    1. 07Sign the exact artefactStep · NXS-FAC (blueprints, builds and signing)NXS-FAC builds, attests and requests a signature via a scoped signer identity. It holds no key material.
    2. 08Package admissionStep · NXS-NXQ (software, models and capability lifecycle)NXS-NXQ receives the signed package and keeps admission evidence that binds the task, data class, evaluation suite and expiration.
  4. 04 Accept

    1. 09Core Build ReportRecord · GCRIThe Core Build Report is the go or no-go record. Universe assembles the Core and holds the decision for the exercise.
    2. 10G3 · Build accepted for exerciseGate · The Global Risks ForumGRF records whether the build is accepted for exercise. A signed build or release candidate is not permission to deploy to production.

The programme year · NXS-FAC · UniverseDesigned programme process, not a record of operation. No cycle has run and every programme is at service level R0. A gate is a programme decision, never a public-authority approval, certification or deployment authorisation. The record order follows the Builds and Releases room lists of NXS-FAC.

Plan

Baseline plan

A first-quarter baseline plan and a decision on whether to proceed.

06Safeguards

Conditions that apply from the first step.

Formation brings people and data together before any programme exists, so safeguards start early. Rights-holders take part on their own terms, with a knowledge-use schedule and withdrawal conditions. Participants declare interests. Enquiries are used to answer them and keep a record, under this site’s privacy notice. Engagement follows the Foundry sanctions and eligibility policy.

07Status

Where formation stands.

No national programme is recorded as constituted or active. Information and enquiries are open today. A research profile or an enquiry is not a constituted programme. National adoption is a separate decision of the competent authority. Begin with a country programme enquiry. Programme status defines each state. 08Questions

Questions and answers.

How long does formation take?
No duration is promised. Formation moves as counterparts, safeguards and resources are confirmed, and each step is recorded.
Must a government lead formation?
A programme needs nationally accountable counterparts. Cooperation between authorities is one route; it never depends on buying a membership tier.
Who pays for formation?
Formation uses domestic resources and any support set out in written terms. No fee schedule is published, and cooperation with public bodies never depends on buying a membership tier.
Can a country stop after exploration?
Yes. A decision not to proceed is recorded with its reasons, and nothing obliges a country to continue.

Information and enquiries are open today. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
