In the Nexus Consortiums, technical assistance means bounded capacity-building under a defined scope. Nexus Agency, a platform of The Global Centre for Risk and Innovation (GCRI), scopes and staffs that assistance for institutions that hold a mandate for the work. This page sets out the types of assistance the programme is designed to provide, what a host mandate must contain and the limits that apply to every engagement. The current service level is R0: information and enquiries.

Technical assistance at Nexus Agency means bounded capacity-building under a defined scope, for an institution that holds the mandate for the work. The page sets out the kinds of assistance the programme is designed to give, what a host mandate must contain and the limits on every engagement, at service level R0.
The jurisdictions that hold authority over this question: countries, their first-level divisions and capitals, shown for North America as an example geography for this subject.
Assistance follows the offerings of the Nexus programme described on GCRI technical assistance. Each states its question, its deliverables and its limit.
| Offering | Typical deliverable | Limit |
|---|---|---|
| National risk, innovation and portfolio baseline | Baseline country profile and evidence-gap register | National adoption is a separate decision of the competent authority |
| Sector and critical-infrastructure resilience | Sector dependency atlas and continuity options | No control of operational technology |
| Sovereign data, compute and AI capability | Estate assessment and portability package | A blueprint is not an installed environment |
| Responsible innovation and interoperability testbeds | Test protocol and measured evaluation | Testing is not certification or procurement status |
| Multi-hazard and anticipatory-action preparedness | Preparedness gap analysis and improvement plan | Not an emergency-dispatch service |
| Cross-border and shared-system missions | Shared-system profile and joint evidence brief | Federation creates no right to move data |
| Finance, insurance and development readiness | Readiness dossier, led through GRA | Readiness evidence is not a financing decision |
| Leadership, academy and workforce formation | Capability baseline and learning plan | A learning record is not a licence |
| Annual Universe missions | Mission contract and exercise evidence | Membership never secures a compute allocation |
| Research, publications and evidence services | Reports, methods papers and corrections | No paid favourable editorial position |
A host is the institution that asks for help and answers for how the work is used. Before any assistance is scoped, the host mandate is designed to record:
Assistance informs decisions; the competent authority takes them under its own rules.
Assistance is never procurement, financing or execution authority, and it creates no preference in any tender.
GCRI does not regulate, certify, license or approve. Findings carry their methods and uncertainty.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Technical assistance | Non-financial support such as expertise, training, advice on methods and help with institutional systems, provided at the request of the institution that owns the work. |
| Capacity development | The process by which people, organisations and societies strengthen their ability to manage their affairs, in OECD DAC usage. |
| Country ownership | The principle that a country leads its own development policies and strategies and coordinates the actions that support them, set out in the Paris Declaration on Aid Effectiveness. |
| Terms of reference | The document that defines an assignment's objectives, scope, deliverables, counterpart, acceptance criteria and reserved decisions. |
Describe the need, the mandate and the timeframe to programmes@therisk.global. National programme questions can also go to national@therisk.global. The acknowledgement gives a reference and names the next step; it does not commit either side to an engagement.
The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
