A good match rests on evidence that a person can do the work, on someone accountable for supervising it and on an honest account of conflicts. This page explains how Nexus Agency, a platform of The Global Centre for Risk and Innovation (GCRI), is designed to review competence, supervise work and handle conflicts of interest before and during an assignment. It describes the method; it does not publish assessments of any individual. The current service level is R0: information and enquiries.

Competence review at Nexus Agency is how the programme checks that a person can do the work before an assignment: evidence of skill, an accountable supervisor and an honest account of conflicts of interest. The page describes the method and publishes no assessment of any individual.
Where people live and how far each division sits from a large city's services, shown for Nigeria as an example geography for this subject.
Publications, models, code, datasets, reports or project records the candidate can show and explain.
Named referees who supervised or reviewed the work, contacted only with the candidate's consent.
Where the scope needs it, a short task matched to the assignment, assessed against stated criteria.
A learning record or contribution record is evidence of what was done. It is not a professional licence, and Nexus Agency never issues credentials it cannot substantiate.
The supervisor, the reporting line and the acceptance criteria are written into the terms.
Check-ins follow the risk of the work. High-consequence tasks are never assigned to unsupervised learners.
Deliverables are reviewed against the criteria. Disagreement is recorded rather than resolved silently.
A contribution record is kept, and the person can ask for it to be corrected. The record states what was done, for whom and under whose supervision, and nothing more.
Candidates declare financial, institutional and personal interests relevant to the host, the subject and any competing party. A reviewer with a declared conflict never signs the relevant acceptance. Where a conflict cannot be managed, the person does not take the assignment. GCRI's wider rules are set out on conflicts and independence.
Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.
| Term | Definition |
|---|---|
| Competence framework | A structured description of the skills and knowledge a role requires, such as ESCO. |
| Conflict of interest | A situation in which financial, professional or personal interests could compromise, or appear to compromise, judgement in research or review. |
| Recognition of prior learning | Assessing and certifying skills that people have gained outside formal education, such as at work. |
| Declaration of interests | A written statement in which an expert or participant discloses financial, professional and personal interests that could constitute a real, potential or apparent conflict of interest, so that others can judge and manage it; WHO uses this procedure for its experts. |
The current service level is R0: information and enquiries. An enquiry receives a reference and names the next step; applications, payments, compute allocations and registrations open only when their team, terms and review capacity exist.
