Regional subject applications: the policy cycleA problem reaches the agenda, options are formulated and appraised, consultation tests them, the mandate holder decides, implementation and monitoring follow, and evaluation feeds the next agenda. Design of the process, not a record of a run.

01In brief

The short answer.

Cities and Built Environment regional applications address problems in the cities and built environment field that the countries of a region share, such as housing and affordability, and the cooperation that responds to them. Each application is listed with its status from the programme record, and regional bodies and governments keep their own mandates and decisions.

02Geography

Urban signals in India.

For regional subject applications, in GCRI's spatial-intelligence reading, the map opens on night lights, population density and true-colour imagery with built-up and settlement extent from NASA GIBS, framed on India; 3 further NASA layers wait in the list.

The interactive map needs JavaScript; the layer list and sources are below.

04Regional frame

Where regional cooperation on urban happens.

Metropolitan regions span many municipalities, and city networks share methods across countries.

  • Metropolitan planning bodies.
  • Regional city networks.
  • River-basin and coastal authorities that shape urban flood risk.
05Status

Work is shown as its record stands.

Programmes are listed as exploring, forming, constituted, active, paused or archived. Country and regional entries appear when a programme record supports them.

06Key terms

Terms used on this page.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
SubsidiarityThe principle that a decision is taken at the lowest level able to take it well, with a higher level acting only where the objective cannot be achieved closer to the people concerned; the Treaty on European Union states it.
Multi-level governanceShared decision-making across local, regional, national and international levels of government.
Security of tenureProtection against forced eviction and recognition of the right to occupy a home or land.
