Forecasting for early action

Forecasting supplies the lead time that early warning and anticipatory action depend on. In this field the emphasis is on how forecasts become triggers and warnings, and on verifying them against what happened so that action thresholds rest on demonstrated skill.

02Application

What forecasting and time-series analysis does here.

Forecasting and time-series analysis predict future values of variables from past observations and explanatory information. They support early warning and planning across hazards, markets and health. In disaster and crisis and climate and hazards, forecasts trigger early action and anticipatory finance before shocks materialise. Probabilistic forecasts allow decisions to account for uncertainty across connected systems. The canonical description is on the STEM Commons.

Trigger verification

Historical forecasts are compared with observed events to estimate how often a proposed trigger would have hit, missed or falsely activated.

Flood forecast lead time

The lead time at which flood forecasts reach usable skill is estimated for each river reach, setting how early action can begin.

Seasonal outlooks for drought preparedness

Seasonal rainfall outlooks are evaluated for the regions and seasons where they show skill, and used only there to trigger preparedness.

How results are checked.

Forecasts are evaluated out of sample with proper scoring rules and reliability diagrams. Rolling-origin evaluation tests performance over time.

Hindcast verificationTriggers are tested on past forecasts before use
Contingency table scoresHit rate, false alarm ratio and related scores are reported
Impact link checkThresholds are checked against recorded impacts, not hazard values alone

Structural breaks and regime changes undermine models trained on the past. Forecast skill typically declines rapidly with lead time.

07Twin and cascade simulator

Model forecasting for early action as a system. Run the cascade.

Assembled from the Nexus Standards area profile Early warning and anticipatory action: the hazards it names, the systems and sectors that carry the loss, the controls that dampen it and the data that observe it. Choose the components, pick an initiating hazard and step through the cascade. The Map view places the run on an example geography with open data. Every coupling weight is a stated assumption you can change. A teaching model, not a forecast, an assessment or a certification. To model a place of your own choosing, open the full System Builder.

Forecasting for early action: Flood forecasting and warning chain

The WMO flood forecasting manual and Early Warnings for All describe the chain from forecast to action, across EW4All’s four pillars.

  1. 01 Forecast

    1. 01Rainfall forecastSourceNumerical weather prediction and nowcasts supply rainfall input. Ensembles can apply to weather prediction and hydrological models.
    2. 02Hydrological modelModel · MunicipalityA hydrological model turns rainfall into runoff and discharge. The manual covers model choice, parameters and calibration.
    3. 03Hydraulic modelModelA hydraulic model routes the discharge to water levels along the river and floodplain. The place is set by the page.
    4. 04Inundation mapsDatasetInundation forecasting combines a level-and-flow model with a digital flood plain surface, the manual’s most sophisticated public service.
  2. 02 Warning

    1. 05ThresholdsGateForecasts are compared with thresholds agreed in advance, as in a threshold-based alert service. Impact-based guidance was not read.
    2. 06Warning decisionDecision · MunicipalityThe agency responsible for forecasts and warnings decides on the warning. It should understand the roles of the other agencies concerned.
    3. 07Warning disseminationStepWarnings are communicated through the channels people use. This is EW4All pillar 3, warning dissemination and communication.
  3. 03 Response

    1. 08Early actionStepPeople and institutions act on the warning. This is EW4All pillar 4, preparedness and response capabilities.
    2. 09Forecast verificationStepForecasts are verified using hits, misses and false alarms. The manual lists probability of detection, false alarm rate and threat score.
