Readings from the other desks
The baseline is read through each steward’s lens, then once as a whole. Each lens is a projection of reviewed findings, not a separate argument. The other desks’ own editions of this subject are listed first, as cross-references, not copies.

6.1The other desks’ editions of this subject
Federation: each desk writes its own edition for the subjects in its remit. Until a desk releases, its edition shows its frame and the reading this edition printed for it.

6.2Three lenses
One edition, read by each steward. The lens of this site comes first.
GCRI · KEY T
Technical Truth
The evidence supports a coupled reading of Kenya’s risk: the grid is growing and mostly renewable, but losses are high, water and sanitation reach fewer people, and food insecurity is concentrated in the arid counties. Evidence is strongest for the grid and the inventory, and thinnest for ecosystems and recovery capability.
CLI-001 · ENE-003 · FOO-006 · SYS-012
GRF · KEY M
Public Meaning
For most people the risk arrives as a failed harvest, a power cut, a water interruption or a flood. The baseline asks that public debate weigh how losses and food prices fall on households and counties.
ENE-004 · FOO-006 · CLI-011
GRA · KEY F
Capital Meaning
Readiness implications only. Public debt is 71.3% of GDP in 2025 and the World Bank assesses a high risk of debt distress2430. These show where finance-readiness evidence will matter. Nothing here is advice, a rating or an endorsement.
CLI-002 · CLI-011
NEXUS
Synthesis
Kenya publishes strong open energy statistics and a reviewed national inventory. The 2027 programme should map grid and water dependencies, test the drought, grid and outbreak pathway at county scale, and bind the missing biodiversity, loss and household-survey series.

6.3Standards, Academy and steward contributions
How the Nexus Standards drafts, the Risk Academy and the three stewards feed each quarterly edition for Kenya. The standards are preparatory working drafts (October 2026) and are cited as drafts, never as adopted standards.
| Quarter | Edition | Question | Boundary |
|---|---|---|---|
| Q1 | State and Agenda | What matters this year, and what is the starting position? | observed baseline stays distinct from planned work |
| Q2 | Evidence and Build | What new evidence and capability have been developed? | a configured capability is not a validated result |
| Q3 | Stress Test and Readiness | What do scenarios and tests reveal? | simulated loss or performance is not observed impact |
| Q4 | Annual Synthesis and Renewal | What did the year establish, and what changes next? | release follows review, not event publicity deadlines |

6.4GCRI reading: the model card
GCRI’s reading of this edition is its model card: what the national model is, what it computes and where it stops. It is printed in full in Annex A, with the methods it belongs to. Annex A, methodology
6.5Global Risks Forum reading: editorial essays
Four signed essays by the Reports editorial team set out the positions this edition takes. They are interpretation, labelled as such; the evidence they draw on is in the findings register.
Geothermal supplies two-fifths of Kenya’s electricity, and wind, hydro and solar add more. The baseline treats this as a strength and asks what the 21.38% loss rate and the import share mean for resilience.
EDITORIAL ESSAY · 01
A grid built on heat from the ground
Acute food insecurity, outbreaks and drought concentrate in a few north-eastern counties. Every risk object in this edition is read through how a failed season cascades there.
EDITORIAL ESSAY · 02
The arid counties carry the risk
The 2024 floods hit many of the counties that the 2021–2023 drought had already weakened. Compound exposure, not single events, is the unit of analysis.
EDITORIAL ESSAY · 03
Floods follow drought
Eighty percent of the 2035 cut is conditional on international support, and the 2035 level is higher than the 2030 level. The baseline reports this plainly and judges neither.

A target that depends on support
