The Nexus cycle on Nexus FoundryA question from a programme becomes evidence, a governed build, an organized community, a controlled test, a reviewed publication and a decision taken by the competent authority. Design of the cycle, not a record of a run.

01In brief

The short answer.

Decision Support System is the Nexus Foundry system for decision briefs, option trade-offs, scenarios, uncertainty and spatial decision support. It serves 32 platforms, among them Water Nexus and Food Nexus, and its stated limit is that analysis is not the decision. Access is through an authorized project with an accountable owner, data terms and a review plan.

02Geography

Digital demand and connectivity in Kenya.

Urban demand centres and the hubs that anchor digital and data infrastructure, shown for Kenya as an example geography for this subject.

04The problem it addresses

Options compared on one scenario look better than they are.

Investment and policy choices about systemic risk are made under deep uncertainty. Decision support has to compare options across many plausible futures, show what each assumes, and leave the value judgements to the people accountable for them.

  • Scenario sets with stated assumptions.
  • Options assessed for robustness, not only expected value.
  • Deliberation records and handoff to the deciding body.
05Reference practice

The standards a design like this is read against.

ReferenceRelevance
ISO 31000 risk treatmentSelecting and justifying treatment options
IEC 31010Techniques including decision-tree, multi-criteria and scenario analysis
IPCC AR6 Working Group IIAdaptation pathways and decision-making under uncertainty
06Neighbouring systems

What it exchanges with the other systems.

  • Reads indicators and risk products from GRIx.
  • Hands decisions to records in Rails.
07Access

Authorized projects only.

Access requires an authorized project with an accountable owner, data terms and a review plan. Enquiries go to contact@therisk.global.

TermDefinition
Multi-criteria decision analysisA method that scores options against several weighted objectives and examines how the ranking changes with the weights.
Robust decision makingAn approach that seeks strategies performing acceptably across many plausible futures.
Value of informationThe expected improvement in a decision from obtaining more information before deciding.
