Saudi Arabia Systems Risk and Resilience Report 2026
The State of Saudi Arabia’s Interdependent Systems. The first annual edition of the Saudi Arabia report. It fixes the 2026 reference state, the model, the voice and the positions against which every quarterly edition from Q1 2027 will be measured.

01 · Status
Status and boundaries.
This edition governs nothing and confers no certification. It records where the evidence stood at the 2026 baseline. Every value resolves to its source or to its stated method; where neither exists, the edition says so instead of filling the gap.

What the edition finds.
Five of the questions the edition answers, each with its status. The executive summary has all of them, with their sources.
709 Mt CO₂e in 2021 including land use, 7% above 2019. Later years are not bound.
Where do emissions stand?Reported
335 Mt CO₂e a year by 2040 against an unpublished baseline; no 2035 target.
What is the climate aim?Reported
Gas 63%, oil 35%, solar and wind 2% in 2024; 12.3 GW of renewables connected by end 2025.
How is electricity made?Reported
Non-renewable groundwater was 62% of the natural supply in 2023.
How exposed is water?Reported

How secure is food?Reported
03 · Contents
Eight chapters and three annexes.
- ·
The edition on a few pages: the abstract, the key messages, the headline finding and what each steward reads in it.
- 1
Chapter 1. Saudi Arabia’s risk is heat, water and supply at once
Part I describes systems and their couplings.
- 2
Twelve findings carry the baseline. They are grouped by system, never ranked.
- 3
- 4
Chapter 4. Risks and capability
Four risk objects open the portfolio. Order carries no rank.
- 5
Chapter 5. Summer heat peak with a mass gathering
A conditional statement under stated assumptions, never a prediction.
- 6
Chapter 6. Readings from the other desks
The baseline is read through each steward’s lens, then once as a whole.
- 7
Eight bounded questions open the 2027 National Agenda.
- 8
One section per system: its state at evidence close, its exposures and what the operational series will watch.
- A
How the edition was made: methods, the model card, the evidence cut and its age, the acceptance record and the glossary.
- B
The indicator set with its sources, the source registers, the licences of every kind of material and the formats of the edition.
- C
Annex C. References and record
Every source the edition rests on, the publication record, the corrections log and the open record.

04 · GCRI reading
How GCRI reads this edition.
The evidence supports a coupled reading of Saudi Arabia’s risk: heat, scarce water and a fossil-based power system act together. Evidence is strongest for emissions targets, water accounts and trade, and weakest for heat illness, infrastructure condition and capability.

Send evidence or a correction on Saudi Arabia.
Reports is the Consortium’s quarterly publication, written by six desks. This page sits with the GCRI Systems Evidence desk. What you know about this subject can become evidence, a case or a correction in the next edition, credited to you and published under CC BY 4.0 where it is your own work. Sent to the wrong desk, it is forwarded, not refused.
- EmailGateway GW-GCRISend it from this pageEvidence, a correction, a case, a method, a review, a translation or profile input. It arrives tagged with this page, so the editor who owns it receives it.

Never send personal data, sensitive infrastructure detail or anything you have no right to share. A contribution is reviewed before use; sending it confers no authorship or editorial rights, and sponsorship never buys a finding.
