Mandate and publisher

Quantum Technologies is a specialist platform of The Global Centre for Risk and Innovation (GCRI), in development at its canonical address. Its mandate is evidence on quantum science and technology convergence: the opportunities, the limitations and the transition risks. This page explains who publishes it, why it exists as a separate platform, the condition attached to its publication, what it never does and where it stands.

01In brief

The short answer.

Quantum Technologies is a specialist platform of The Global Centre for Risk and Innovation for quantum as well as cyber and digital resilience. Its mandate covers quantum science and technology convergence, opportunities, limitations and transition risks. GCRI publishes it, answers for its content and takes no decision on anyone's behalf. It is in development at service level R0, and activities open as each is ready.

Mandate to authority.

How Quantum Technologies is governedA mandate sets the platform's scope; an editor and reviewers govern what it publishes; programmes and the community supply the work; the integrity route handles corrections; authority over decisions stays outside. Design of the governance, not a record.

03Geography

People and hazards in Japan and Korea.

For mandate and publisher, in GCRI's spatial-intelligence reading, the map opens on night lights, population density and true-colour imagery with true colour from NASA GIBS, framed on Japan and Korea; every other NASA layer, live feed and forecast waits in the layer list.

The interactive map needs JavaScript; the layer list and sources are below.

04Mandate

Separating demonstrated results from expectation.

The platform's thesis is quantum science and technology convergence, opportunities, limitations and transition risks.

Maturity

What works now

Evidence on what quantum devices have demonstrated, under what conditions and at what scale.

Transition

What must change

The cryptographic migration and other transitions that quantum capability makes necessary.

Horizon

What could follow

Research horizon reports that label expectation as expectation.

05Publisher

Who is responsible.

GCRI publishes Quantum Technologies and answers for what appears on it. GCRI works across Canada and the United States. GCRI is a research, development and policy institution; its findings carry their methods and uncertainty.

The platform exists separately because quantum science is a distinct technical field with its own community and methods. Its approval carries a condition: it publishes only when qualified scientific stewardship exists. Quantum Technologies is in development. Its pages set out its scope and how it is designed to work, and it publishes evidence only once qualified scientific stewardship and named subject review are in place. The current service level is R0: information and enquiries.

06Limits

What Quantum Technologies does not do.

  • It does not endorse, rate or recommend quantum vendors, products or services.
  • It does not give investment, procurement or legal advice.
  • It does not regulate, certify, license or approve any algorithm, product or implementation, and it does not set cryptographic standards.
  • It does not publish exploit details or guidance that would increase security risk.
  • Taking part confers no appointment or authority, and sponsorship confers no editorial control.

Cryptographic standards are set by competent standards bodies; security decisions remain with system owners and the authorities responsible for them. See trust, rights and status.

Each term as this page uses it. Where a standard-setting body defines the term, the wording follows that body.

TermDefinition
Service level R0The current service level of Nexus pages: information and enquiries only. An enquiry receives a reference and a named next step; it creates no membership, contract, assignment or commitment.
Conflict of interestA situation in which financial, professional or personal interests could compromise, or appear to compromise, judgement in research or review.
SuperpositionA quantum state that combines several possible states at once until it is measured.
EntanglementA correlation between quantum systems so strong that their states cannot be described independently.
08Connections

Where the platform sits.

Quantum Technologies belongs to the quantum and cyber and digital resilience fields. Its closest GCRI neighbour is Cybersecurity and Digital Resilience. Its governance counterpart is AI and Digital Governance at The Global Risks Forum (GRF), and its finance counterparts include Payments and Market Infrastructure at The Global Risks Alliance (GRA). Read the field overview and dependencies and consequences.

09Questions

Questions and answers.

Is Quantum Technologies a separate organization?
No. It is a specialist platform of The Global Centre for Risk and Innovation (GCRI), which publishes it.
Who reviews what the platform publishes?
Each output is designed to carry named subject review by qualified scientists and engineers, with references and independent specialist voices where relevant. Publication waits until that review exists.
Who can I contact?
Write to the Consortium Secretariat at contact@therisk.global or see contact the specialist team. Security reports about this website go to security@therisk.global.
What is the current status?
Quantum Technologies is in development. Its pages set out its scope and how it is designed to work, and it publishes evidence only once qualified scientific stewardship and named subject review are in place. The current service level is R0: information and enquiries.
