
Bosnia and Herzegovina Risks Forum 2025
The Global Risks Forum – National Engagement Series: Bosnia and Herzegovina is a hybrid-format national platform led by NWG Bosnia and Herzegovina, an autonomous coalition of academic experts, youth leaders, civil society organizations, diaspora networks, and innovation stakeholders. Operating independently from any governmental or political body, NWG Bosnia and Herzegovina offers a nonpartisan, evidence-based environment for advancing dialogue and innovation in disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).
This national edition is part of the global vision of the Global Risks Alliance (GRA) and the Global Risks Forum (GRF)—planetary frameworks dedicated to ethical foresight, systemic risk governance, and cross-border innovation. It brings together actors from the quintuple helix: academia, civil society, international organizations, private sector, and government institutions (participating only as non-governing stakeholders).
Strategic Purpose
The Bosnia and Herzegovina series aims to:
- Address interconnected and systemic risks such as climate vulnerability, post-conflict environmental degradation, urban flooding, and energy insecurity;
- Promote anticipatory governance and digital transformation in disaster risk planning and social cohesion frameworks;
- Advance inclusive and transparent financial instruments for green infrastructure and community-based adaptation;
- Leverage diaspora knowledge, local expertise, and cross-ethnic collaboration to build equitable and sustainable resilience systems.
Forum sessions will deliver actionable results such as scenario-based policy tools, simulation-driven disaster preparedness models, and localized resilience financing mechanisms.
Technical Foundation: Nexus Ecosystem Integration
This edition is powered by the Nexus Ecosystem, a frontier infrastructure integrating AI/ML, quantum-cloud computing, geospatial intelligence, and blockchain technologies to support real-time, participatory decision-making. Key capabilities include:
- Quantum-AI models for risk simulation, post-disaster recovery forecasting, and energy transition planning;
- Earth Observation platforms and geospatial mapping for flood zones, ecological restoration, and urban risk management;
- Blockchain-enabled financial instruments, including cross-community insurance models and diaspora-backed resilience funds;
- Digital twin simulations for infrastructure resilience and collaborative urban design;
- IoT-based early warning systems for landslides, pollution exposure, and heatwaves;
- Standardized governance protocols through the Nexus Protocol to ensure ethical, transparent, and interoperable risk governance.
These tools allow diverse stakeholders to co-create tailored, scalable, and sustainable responses to Bosnia and Herzegovina’s unique geopolitical, ecological, and social challenges.
Governance and Participation
NWG Bosnia and Herzegovina operates with full independence, in accordance with the guiding principles of the GRA and GRF. It is not affiliated with or accountable to any political party or government institution, ensuring the integrity and inclusiveness of all processes and outputs.
Participation is open to researchers, municipal leaders, engineers, financial innovators, civil society representatives, youth activists, and global partners. The forum emphasizes reconciliation-driven cooperation, ethical innovation, and knowledge equity across ethnic, generational, and regional lines.
