
Andorra Risks Forum 2025
The Global Risks Forum – National Engagement Series: Andorra is an annual, hybrid-format initiative led by NWG Andorra, an independent coalition of national and international experts. Operating autonomously from the Government of Andorra or any political affiliation, NWG Andorra serves as a nonpartisan platform for open, evidence-based dialogue and innovation in disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).
This series forms part of the wider vision of the Global Risks Alliance (GRA) and Global Risks Forum (GRF)—a global initiative addressing systemic risks through foresight-based planning, technological integration, and inclusive resilience strategies. The forum facilitates cross-sectoral engagement through the quintuple helix model, involving academia, civil society, private enterprise, international organizations, and public institutions (engaged as stakeholders, not organizers).
Strategic Purpose
The Andorra series aims to:
- Enable independent, expert-led dialogue on national and transboundary risks;
- Promote the adoption of cutting-edge technologies in multi-hazard preparedness and climate resilience;
- Advance anticipatory governance, sustainable finance innovation, and integrated risk intelligence;
- Foster inclusive, place-based strategies through local-global partnerships and decentralized implementation models.
Each session is designed to generate actionable outcomes—ranging from policy frameworks to simulation models—that embed transparency, equity, and systems thinking into Andorra’s resilience planning.
Technical Foundation: Nexus Ecosystem Integration
The forum is powered by the Nexus Ecosystem, an AI-driven, simulation-enabled platform for real-time risk governance and systems integration. Key areas of focus include:
- HPC and AI/ML-based simulation for hazard forecasting and scenario planning
- Geospatial intelligence and Earth Observation for climate and environmental monitoring
- Cloud-native orchestration of data pipelines, services, and infrastructure workflows
- Smart early warning systems with adaptive, multi-sensor anomaly detection
- Blockchain-enforced anticipatory action protocols and dynamic resource mobilization
- Parametric risk finance instruments and transparent financial audit mechanisms
- Strategic dashboards, decision support systems, and simulation interfaces for policy-makers
- Standardized risk data governance and benchmarking aligned with global frameworks
This integrated infrastructure empowers stakeholders to co-develop future-ready systems that are locally anchored and globally networked.

NWG Andorra operates fully independently from national government institutions or political actors, ensuring neutrality, transparency, and a focus on scientific integrity. The forum is governed by the principles of responsible innovation, ethics in risk science, and open collaboration.
