
Angola Risks Forum 2025
The Global Risks Forum – National Engagement Series: Angola is a flagship, hybrid-format initiative led by NWG Angola, an independent coalition of Angolan and international experts. Operating free from any government affiliation, political influence, or institutional bias, NWG Angola is committed to advancing nonpartisan, science-driven engagement on disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).
This series is embedded within the global architecture of the Global Risks Alliance (GRA) and Global Risks Forum (GRF), which convene place-based and transnational expertise to address systemic risks through foresight, data-driven policy, and technological integration. Through annual national dialogues, NWG Angola creates an open, inclusive space for structured engagement across the quintuple helix—academia, civil society, private sector, international partners, and public sector institutions (as participants, not organizers).
Strategic Purpose
The Angola series is designed to:
- Catalyze expert-led, nationally grounded discourse on complex and compounding risks;
- Promote the adoption of emerging technologies for risk-informed decision-making and anticipatory governance;
- Strengthen Angola’s resilience through sustainable finance innovation and multi-sectoral collaboration;
- Enable inclusive solutions by engaging local communities, youth, women-led networks, and regional stakeholders in the co-design of risk reduction pathways.
Sessions are results-oriented and seek to produce actionable frameworks, simulation-informed policies, financial instruments, and scalable governance innovations tailored to Angola’s diverse risk landscape—from drought and coastal erosion to urban vulnerability, economic fragility, and ecological degradation.
Technical Foundation: Nexus Ecosystem Integration
The forum is powered by the Nexus Ecosystem, a state-of-the-art architecture that integrates high-performance computing, artificial intelligence, blockchain, Earth Observation, and systems simulation to address national and cross-border risks. Discussions and collaborative labs will engage with:
- Real-time multi-hazard simulation and modeling powered by AI/ML and GPU clusters
- Geospatial intelligence and satellite data for dynamic risk mapping
- Integration of cloud-native digital infrastructure and workflow orchestration
- Multi-sensor early warning and adaptive alert systems
- Blockchain-enforced anticipatory action plans and disaster protocols
- Smart contract–based disaster risk finance systems and parametric coverage models
- Interactive decision support dashboards for institutional foresight and planning
- Risk data standardization and benchmarking across development sectors
The Nexus Ecosystem enables Angola’s stakeholders to assess, model, and act on complex risks through integrated digital infrastructure, simulation frameworks, and financial resilience mechanisms.
Governance and Participation
All engagements under NWG Angola are independently governed and implemented under the auspices of the Global Risks Alliance (GRA) and Global Risks Forum (GRF). The NWG operates autonomously, without affiliation to the Government of Angola or any political party, preserving the neutrality, scientific integrity, and ethical independence necessary for open, transformative dialogue.
Participation is open to professionals, institutions, and communities committed to risk-informed development, anticipatory finance, and systemic resilience. This series provides a trusted platform for diverse actors to co-develop long-term strategies, simulation-based policies, and innovation programs that align with the Sendai Framework, SDGs, Paris Agreement, and regional development agendas.
