
Austria Risks Forum 2025
The Global Risks Forum – National Engagement Series: Austria is a high-level, hybrid-format convening hosted by NWG Austria, an independent platform of interdisciplinary researchers, civil society leaders, industry stakeholders, and innovation networks. Operating autonomously from the Government of Austria or any political entity, NWG Austria provides a neutral, nonpartisan space for knowledge exchange and policy innovation in the fields of disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).
This national edition contributes to the broader objectives of the Global Risks Alliance (GRA) and the Global Risks Forum (GRF)—a globally coordinated initiative advancing foresight, resilience, and transformative governance in the face of systemic risks. The forum connects stakeholders across the quintuple helix—academia, civil society, the private sector, international partners, and government institutions (participating as stakeholders, not organizers).
Strategic Purpose
The Austria series is structured to:
- Support evidence-based dialogue on interrelated risks such as climate volatility, supply chain fragility, energy transition, and social fragmentation;
- Promote real-time, data-driven systems for adaptive governance and institutional innovation;
- Accelerate the development of financial instruments and risk transfer mechanisms tailored to European and global vulnerabilities;
- Integrate local knowledge, cross-border cooperation, and pan-European strategies for anticipatory action and sustainable resilience.
Through expert panels, simulation labs, and co-creation sessions, the forum aims to produce actionable outputs—from risk-informed planning frameworks to scalable digital governance prototypes and multi-sector resilience investment models.
Technical Foundation: Nexus Ecosystem Integration
The Austria edition is powered by the Nexus Ecosystem, a next-generation technological infrastructure designed for integrated, real-time risk management. Participants engage with advanced capabilities, including:
- Quantum-AI and high-performance computing models for complex risk analysis and foresight;
- Geospatial intelligence and Earth Observation platforms for multi-hazard visualization and urban resilience planning;
- Smart contract–enabled financial innovations such as parametric insurance, catastrophe bonds, and cross-border climate funds;
- Digital twin infrastructure to support crisis simulations, contingency planning, and regulatory sandboxing;
- Data orchestration and automation systems aligned with EU governance frameworks and global standards;
- Multisensor early warning systems and adaptive alert networks;
- Standardized benchmarking tools and Nexus Protocols for cross-sectoral data integration and ethical governance.
These tools empower Austrian and international stakeholders to co-develop precision solutions that are scalable, equitable, and resilient.
Governance and Participation
NWG Austria operates with full independence from national or political institutions, guided by the global frameworks of the GRA and GRF. Its activities are governed by principles of scientific integrity, transparency, and inclusive multilateralism. The forum is not affiliated with, endorsed by, or accountable to any government body, ensuring an open, innovation-driven space for all participants.
Participation is open to scholars, policy leaders, financial innovators, technologists, municipalities, and community-based organizations interested in shaping future-ready resilience strategies through collaborative design and global-local partnerships.
