
China Risks Forum 2025
The Global Risks Forum – National Engagement Series: China is an annual, hybrid-format platform led by NWG China, an independent, interdisciplinary consortium of Chinese and international experts, technologists, academics, and civil society actors. Operating autonomously from the Government of China and unaffiliated with any political body, NWG China provides a neutral and nonpartisan space to address complex risks through open dialogue and collaborative innovation in disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).
This national forum aligns with the broader mandate of the Global Risks Alliance (GRA) and the Global Risks Forum (GRF), both of which promote transnational cooperation, scientific foresight, and integrated resilience strategies. It convenes actors from the quintuple helix—government institutions (as stakeholders), academia, private sector, civil society, and international organizations—bridging localized insights with globally networked innovation frameworks.
Strategic Purpose
The China edition of the Forum is strategically designed to:
- Foster independent, evidence-driven dialogue on national and transboundary systemic risks;
- Advance frontier applications of quantum computing, AI, and blockchain in national resilience planning;
- Build anticipatory governance models and sustainable financial ecosystems tailored to China’s megacities and bioregions;
- Enable cross-sector partnerships between academic institutions, technology hubs, community leaders, and diaspora expertise.
Outputs are oriented toward impact—facilitating co-designed resilience frameworks, risk-informed financing systems, early warning innovation, and simulation-driven policy solutions at regional and national levels.
Technical Foundation: Nexus Ecosystem Integration
The forum is powered by the Nexus Ecosystem, a multi-layered infrastructure that integrates advanced technologies to support real-time, systems-level risk governance. It provides technical backstopping for all collaborative activities through:
- AI/ML and quantum-enabled risk modeling for complex urban, ecological, and financial systems;
- Geospatial intelligence and satellite-linked forecasting tools for real-time hazard tracking and vulnerability mapping;
- Smart contract–enabled policy simulations and predictive governance systems;
- Blockchain-based disaster risk finance mechanisms, including parametric insurance models;
- Digital twin platforms for scenario-based planning and infrastructure stress testing;
- IoT-integrated early warning systems and anomaly detection networks;
- Standardized indexing and benchmarking frameworks for ethical and interoperable data sharing.
These technologies are embedded into sessions and working groups, enabling stakeholders to co-create scalable, risk-informed, and locally relevant innovation pathways.
Governance and Participation
All programming under NWG China is independently initiated, governed, and implemented, ensuring alignment with GRA and GRF global principles while maintaining complete independence from any government or political entity. Dialogues are driven by principles of transparency, ethics, inclusivity, and evidence-based practice.
Participation is open to professionals, researchers, financial actors, community organizers, students, and diaspora members committed to shaping sustainable futures through democratic knowledge exchange, strategic foresight, and nonpartisan engagement. The forum welcomes diverse perspectives while reinforcing trust, scientific integrity, and cross-sectoral collaboration.
