Leaders Council membership is governed by a transparent, non-executive appointment process rooted in international best practices for multistakeholder governance. As a 100% member-driven institution operating independently of any government, corporation, or political entity, GRF selects its Council members based on demonstrated public leadership, domain expertise, and alignment with GRF’s values of equity, foresight, and global cooperation.
Candidates may apply through an open public call or be nominated by recognized institutions, National Working Groups (NWGs), or Regional Stewardship Boards (RSBs). Each application undergoes a governance review process led by the GRF Secretariat in collaboration with the relevant regional and national structures. Evaluation criteria include the applicant’s track record in policy, civil society, academia, philanthropy, or multilateral affairs; their capacity to contribute meaningfully to GRF’s non-executive governance; and their alignment with GRF’s mission to develop a sovereign, foresight-based global risk platform.
Successful applicants are offered one of three membership tiers:
- Affiliate Members hold national-level seats and participate in NWGs,
- Fellow Members serve on RSBs with regional oversight functions,
- Patron Members contribute to global governance strategy and capital formation, including through GRF’s General Assembly and advisory bodies.
All members are required to adhere to GRF’s Charter, Code of Conduct, and Membership Bylaws, and must remain in good standing through active participation and annual due compliance. Upon confirmation, members are formally inducted and granted access to Nexus Platforms, where they contribute to the formulation of global agendas, strategic governance decisions, and public-benefit programming.
This process ensures a diverse and qualified leadership pool across national, regional, and global tiers, while reinforcing GRF’s role as an independent multilateral platform for advancing anticipatory risk governance, ethical innovation, and sustainable development financing worldwide.
