Appointment to the Board of Governors of the Global Risks Forum (GRF) is governed by a structured, clause-based process that is overseen and administered by the Leaders Council itself. As the central non-executive governance body of GRF, the Leaders Council holds exclusive authority to define, revise, and apply nomination protocols for Board membership, ensuring that appointments are grounded in transparency, institutional merit, and the public-interest mission of GRF.
Under the governance protocols of the Global Centre for Risk and Innovation (GCRI)—a member of the United Nations ECOSOC (Special Consultative Status), World Bank and IMF Civil Society Networks, and other multilateral alliances—only active Council members in good standing may be considered for nomination to the GRF Board. This ensures that the Board is not influenced by external political or corporate interests and remains fully accountable to its civil society–driven, member-based architecture.
The nomination and selection process is as follows:
- Participation: Council members must have maintained an active record of participation in national (NWG), regional (RSB), or global consultations, contributing substantively to foresight, policy alignment, or governance sessions.
- Recommendation: Candidates may be recommended by peer Council members, RSB secretariats, or convening subcommittees based on demonstrated leadership, integrity, and contribution to GRF’s strategic development and institutional goals.
- Review and Vetting: All nominations are subject to a formal Council Review Procedure, which includes background checks, conflict-of-interest disclosures, and assessment of alignment with GRF’s Charter and international good governance principles. This process is transparent, documented, and coordinated through Nexus Platforms with a public ledger of all nominations and decisions.
- Voting and Confirmation: Final appointments are subject to a vote by the full Leaders Council, using quorum-based procedures, secured e-voting infrastructure, and published minutes. This ensures the entire Council community—not a closed executive group—validates Board composition.
- Oversight and Rotation: The Leaders Council retains continuous oversight over the performance and integrity of Board members. Terms are rotational and subject to periodic re-evaluation. The Council may trigger recall procedures in case of misconduct, non-compliance, or deviation from GRF’s ethical and legal frameworks.
This process reaffirms that the Leaders Council is not only a platform for dialogue but the operational nucleus for GRF’s legitimacy, trust architecture, and multilateral independence. It prevents capture by any single government, donor, or institution, and guarantees that governance at GRF reflects the collective intelligence, diversity, and foresight of its global membership. Board membership is therefore earned through contribution, confirmed through consensus, and held accountable by design.
