Global Disaster and Resilience Risk and Resilience Report 2026: Baseline Edition, The State of Disaster Risk and Resilience Worldwide.

The first annual edition of the disaster and resilience report. It fixes the 2026 reference state of disaster risk and resilience worldwide, and the model, voice and positions, against which the 2027 edition will be read.

01 · Status

Status and boundaries.

This edition governs nothing and certifies nothing. It records where the global evidence stood at the 2026 baseline. Every value resolves to its source or to its stated method; where neither exists, the edition says so instead of filling the gap.

02 · Key messages

What the edition finds.

Five of the questions the edition answers, each with its status. The executive summary has all of them, with their sources.

  1. Recorded deaths, people affected and losses were below the 2005 to 2024 average, with no mega-disaster.

    Was 2025 a bad year for disasters?Reported

  2. Asia held 72.8% of recorded deaths; earthquakes, floods and storms made up most of them.

    Where did most deaths occur?Reported

  3. 29.9 million movements in 2025, below 2024 and above the decade average.

    Are people still being displaced?Reported

  4. Mortality is nearly six times lower where systems are comprehensive; coverage is 60% of countries.

    Do warnings work?Reported

  5. About 49% of 2025 natural catastrophe losses were insured; cover is far lower in emerging economies.

    Who pays for losses?Reported

Part I describes systems and their couplings.

  3. 2

    Chapter 2. Key findings

Twelve findings carry the disaster and resilience baseline.

Chapter 3. Systems and sectors at baseline

  5. 4

    Chapter 4. Risks and capability

Four disaster and resilience risk objects open the portfolio.

  6. 5

Chapter 5. Major cyclone landfall with lifeline and health-system failure

A conditional statement under stated assumptions, never a prediction.

  7. 6

Chapter 6. Readings from the other desks

The disaster and resilience baseline is read through each steward’s lens, then once as a whole.

    Chapter 7. The 2027 agenda

Eight bounded questions open the 2027 disaster and resilience agenda.

  9. 8

    Chapter 8. Systems in depth

One section per system: its state at evidence close, its exposures and what the operational series will watch.

04 · GCRI reading

How GCRI reads this edition.

The evidence supports reading disaster as a moment of coupling between hazard, exposure and capacity. Recorded impacts were below average in 2025, warning coverage is rising, and the gaps are heat deaths, lifeline failure and the protection gap. Evidence is strongest for recorded impacts and displacement, and weakest for heat and indirect deaths.
