
Viet Nam Risks Forum 2025
The Global Risks Forum – National Engagement Series: Viet Nam is an annual, hybrid-format initiative led by NWG Viet Nam, an autonomous coalition of national and international experts from across sectors. Operating independently from the Government of Viet Nam or any political body, NWG Viet Nam serves as a neutral, evidence-driven platform for advancing disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI) through foresight, inclusive innovation, and strategic collaboration.
This initiative is a core part of the Global Risks Alliance (GRA) and the Global Risks Forum (GRF), connecting stakeholders from the quintuple helix—academia, civil society, the private sector, international partners, and public institutions (participating solely as stakeholders, not organizers).
Strategic Purpose
The Viet Nam edition is designed to:
- Address interrelated risks from rapid urbanization, climate change, and supply chain vulnerabilities;
- Strengthen early warning systems and resilience planning in delta regions, coastal zones, and urban corridors;
- Promote anticipatory financing mechanisms, including microfinance for rural adaptation and green bonds;
- Integrate Indigenous knowledge, youth leadership, and transdisciplinary innovation into national resilience strategies.
Sessions are focused on co-creating tools, policies, and cross-sector partnerships to advance sustainable, risk-informed development.
Technical Foundation: Nexus Ecosystem Integration
The forum is powered by the Nexus Ecosystem, a cloud-quantum hybrid infrastructure integrating artificial intelligence, blockchain, and simulation technologies to support intelligent governance and scalable innovation. Key technological assets include:
- AI/ML-driven modeling platforms for forecasting climate risks, economic shifts, and energy disruptions
- Geospatial and Earth Observation intelligence for monitoring Mekong Delta changes, land use, and environmental hazards
- Blockchain-enabled finance systems for disaster microinsurance, agroecosystem investment, and anticipatory social protection
- IoT-integrated early warning systems for typhoons, droughts, and agricultural pests
- Scenario engines and digital twins for simulating urban resilience, infrastructure planning, and emergency logistics
- Data governance frameworks for ethical, decentralized, and inclusive information management
These systems enable cross-sectoral actors in Viet Nam to collaboratively plan, simulate, and implement transformative resilience strategies rooted in equity and sustainability.
Governance and Participation
All activities under NWG Viet Nam are independently governed, adhering to the global principles of GRA and GRF. The forum is not affiliated with, controlled by, or accountable to any government entity, safeguarding the neutrality, transparency, and inclusivity of all engagements.
Participation is open to researchers, civil society leaders, youth advocates, entrepreneurs, local governments, and global partners invested in co-creating resilient futures for Viet Nam. The forum emphasizes co-design, systemic foresight, and policy experimentation.
