
Canada Risks Forum 2025
The Global Risks Forum – National Engagement Series: Canada is a hybrid-format initiative led by NWG Canada, an independent, multidisciplinary platform composed of researchers, Indigenous knowledge holders, policy experts, youth leaders, technologists, and civil society actors. Operating autonomously from the Government of Canada and free from political affiliation, NWG Canada provides a nonpartisan space for advancing evidence-based dialogue and inclusive innovation in disaster risk reduction (DRR), disaster risk finance (DRF), and disaster risk intelligence (DRI).
This edition aligns with the broader mission of the Global Risks Alliance (GRA) and the Global Risks Forum (GRF)—planetary initiatives advancing systemic foresight, ethical governance, and anticipatory resilience. The forum brings together actors from the quintuple helix: academia, civil society, private sector, international partners, and government (as non-governing stakeholders).
Strategic Purpose
The Canada series is designed to:
- Address complex and systemic risks such as wildfires, floods, Arctic permafrost melt, cyber threats, health system strain, and social inequities;
- Integrate Indigenous governance, community resilience, and digital transformation into national adaptation strategies;
- Advance sustainable and inclusive finance tools such as climate resilience bonds, green social infrastructure investments, and parametric insurance;
- Empower youth, urban and rural communities, and historically marginalized populations to co-create futures that are just, sustainable, and climate-resilient.
Sessions generate actionable outputs such as co-developed policy frameworks, foresight simulations, regional risk maps, and cross-sector investment models.
Technical Foundation: Nexus Ecosystem Integration
The Canada forum is powered by the Nexus Ecosystem, a modular infrastructure combining AI/ML, quantum-cloud computing, blockchain, and geospatial technologies to enable real-time, participatory risk governance. Participants will engage with:
- Quantum-AI modeling tools for wildfire forecasting, health-climate interactions, and cyber-physical infrastructure risks;
- Geospatial and Earth Observation platforms for flood risk assessment, Indigenous land stewardship, and ecosystem monitoring;
- Blockchain-enabled DRF systems, including community trust funds, sovereign risk pooling mechanisms, and smart subsidy distribution;
- Digital twin environments for inclusive urban planning, sustainable housing design, and cross-jurisdictional emergency preparedness;
- IoT- and 5G-integrated early warning systems for extreme weather, infrastructure failure, and public health emergencies;
- Nexus Protocol–driven governance for ethical, open, and interoperable data sharing across sectors and regions.
These capabilities empower Canadian institutions and communities to anticipate, adapt, and transform risk through inclusive, data-driven innovation.
Governance and Participation
NWG Canada operates with full independence, in alignment with the ethical principles and global frameworks of the GRA and GRF. It is not affiliated with or accountable to any government agency or political organization, ensuring the neutrality, transparency, and integrity of all dialogues, processes, and outcomes.
Participation is open to Indigenous governments, municipal leaders, public health agencies, academic institutions, youth networks, climate finance actors, civil society organizations, and global collaborators committed to inclusive and anticipatory resilience building.
